In the risk assessment and risk reduction process, it is important to manage the identified hazards and control the risk tolerable. To effectively control risk, the tool that could trace hazards and justify safety requirements is needed for the complicated system like the railway. In this paper, a system is proposed that provides traceability between the identified hazards and safety measures with the consideration of the railway system configurations and safety activities. It is also useful for the cost-effectiveness analysis which is often used as basis for comparisons between competing safety measures.

Railroad safety technolo...Lead moreRailroad safety technology R&D project is now going on for the target of establishing detailed enforcement base of railroad safety act, which was established after Daegu train fire accident in the year of 2003, and reducing railroad accident rate. Railroad safety technology R&D project pushing forward from 2004-2011 is composed of following fields. 1) system engineering and management of the project. 2) establishing safety management system 3) preventing major accident and mitigating the severity. The result of research and development pushing ahead from 2004 was reflected in improvement of the system. Matters related on improvement of hardware installation are supposed to be reflected later on. Establishing and replacing the infrastructure and rolling stocks are expected to require great amount of costs. Therefore not only result of the project but also variety of information developed and acquired during the process of the research are required for verifying the result of the study, minimizing the side effect of the installing, and efficient utilization of material. Information on accident statistics, input data of risk assessment, detailed matters required for safety facility, and information related on process of performing the study and developing the standard are required. This paper describes study management system based on system engineering method which was introduced for systematic management of study information and also practical plan for application of the study result.

A traveler of inter -regional travel, for i...Lead moreIn recent, many countries and local governments have been interested to multi-modal transportation information (MTI) systems to provide integrated information of different transportation modes including public and private modes. A traveler of inter -regional travel, for instance, is able to obtain MTI composed of travel time information of private car from home to departure station, allocation time of inter-regional trains and travel time of local bus from arrival station to destination. Accordingly, MTI systems are expected to contribute to increase use of public transportation and to promote modal shifts from private to public modes. To develop MTI systems, one important issue raised is how to evaluate the benefit of MTI. Therefore, the purposes of the study are to propose a methodology to evaluate the benefit of MTI systems and to show the effectiveness of MTI systems. A laboratory experiment was performed for the case of TAGO (Transport Advice On GOing anywhere) system, which is recently developed MTI system and designed to provide nationwide traffic information in South Korea. Fifteen attendants in total were asked to search transportation information for same travel purpose by using TAGO systems and other individual transportation information systems. An amount of information searching time for each attendant was measured. In the study, underlying transportation information systems were evaluated based on the collected data. Some results of the empirical study showed the availability of the proposed methodology and the effectiveness of MTI systems.

Until now, public transport facilities such as transit centers were dedicated through early demand prediction before implementing projects and also, it is the situation that facilities are operated based on this. However, it is the reality that initial demand prediction rather invites inconvenience to users as it is not prepared in specified data reflecting characteristics of actual passengers and because of inefficient facility operation together with problems of excessive and too small demand. Therefore, in this research, based on patterns and density information of transit center users and through specific and accurate data, necessity of video image-based pedestrian detection technology for preparing pedestrian related basic data for not only utilization of junction center plan and design fields but also for increasing efficiency of junction center operation will be raised and examine other utilization plan.

It will be necessary for im...Lead moreCity development and high industrialization cause increasing traffic accidents and traffic volume. It is very serious problem in Korea. In that reason, this study was undertaken to develop a hazard prediction model by artificial neural network. It will be necessary for improving safety at intersections. There are results of this study. Firstly, this study develops a linear regression analysis between traffic accidents and conflicts. Traffic conflicts are used for a variable of hazard prediction model because correlation between traffic accidents at signal intersection and traffic conflicts are significant. Secondly, traffic accidents prediction model are develop. In this model, traffic volume and difference of lane number are input variables and traffic accident is a dependent variable. Thirdly, optimal model of traffic conflicts prediction at signal intersection are develop. In this model, traffic volume and road geometric which is derived from BPA are input variables and traffic conflict is a dependent variable. Lastly, each traffic accidents prediction value by multiple regression and BPA is compared and evaluated. The results of that, model by BPA is better than multiple regressions.

Now ITS service such as Advanced transportation Information System(ATIS), Advanced transportation Management System(ATMS) is considered to be an essential service with which the road shall provide both users and decision-maker. Despite these change of perception, because the ITS facilities is not included as the road design element so far, the road design and ITS design was separately worked out. Generally ITS design and implement since the end of the national highway construction is begun in Korea. As a results users of the newly opened road are provided just simple road service without ITS service. The purpose of this study is to suggest the optimum process for adoption of ITS design to road design and eventually to promote the efficiency and unification of service provision of both road and ITS.

A 5-paneled virtual reality simulator allowed for road plans to be experienced from a driver’s perspective in a 3D real-time interactive environment. Surveys from subjects driving in the virtual environment as well as behavioral information extracted from the scenarios were used to assess the visibility of signs, road markings, guidance information, and evacuation routes. Results of the driving experiments show that only 20% of drivers observed proposed wall markings, 72% understood exit directions associated with particular colors, 50% noticed overhead traffic notices, and 22% of drivers slowed upon observing warnings of upcoming traffic congestion. Surveys also determined that sign lettering should be made larger, and road markings a lighter blue. Finally, the effectiveness of the virtual reality tool for assisting with signage design and safety assessment is analyzed. Future directions for research and further practical applications for virtual trials are presented.

But because these R&D business are ongoing at the present stage, it is hard to measure and evaluate the effects of services which these intelligent facilities will provide. Nevertheless, it is fact that the quantative effect is needed to confirm the feasibility of those business especially for the decision-makers. Under these backgrounds the purpose of this study is to develop the methodology to measure the friendly-environmental benefits of the established ITS service based on the rate making a detour and to perform the economic analysis. The spatial range in this study is targeted to the intelligent section(1,909km, 13.8%) of total national highway(13,842km, 2008.12).

The Center for Operations Analysis and Supportive Information System (OASIS) archives about seven (7) gigabytes of traffic-related data everyday from various sources, covering about 3,000 km of expressway in South Korea. The data includes vehicle detection systems (e.g., traffic volume, speed, and occupancy rate), toll collection booths, and other various sources. In addition to traffic data, other highway-related information is provided to aid in performing economic feasibility and cost benefit analysis for building highways, traffic demands and forecasting methods, assessing an appropriate toll fee calculation, emergency management, and rest area operation management. Geographic Information System (GIS) is playing an important role in building DSS because of its inherent strength in visualizing traffic information. The researcher’s ability to view several different traffic information layers in a spatial context, especially from an aerial view, is vital for the DSS. A research team, formed in 2007 for a three (3) year research project, is currently developing a Korea Expressway DSS. The research team consists of the Transportation Research Team from KEC, two research universities and one private firm. As part of the first year project, a web-based GIS application was developed to create a prototype system that visualized data from the Toll Collection System (TCS) and the Vehicle Detection System (VDS). Instead of developing its own aerial image map server, the research team used Google Maps API as a mapping application component. By using an available industry web mapping API, they reaped the following benefits: no need to acquire images, no need to develop an image map server, reduced development time and many others. However, many concerns were identified utilizing Google Maps

This paper presents a real time lane-mark detection system by using an on-board monocular camera fixed at the front ...Lead moreLane-mark detection plays an important role in many ITS (Intelligent Transport System) applications like autonomous vehicles and driver assistance systems. This paper presents a real time lane-mark detection system by using an on-board monocular camera fixed at the front of the vehicle. In the proposed detection system, lane-marks are detected based on an effective combination of directional edge-link features. First, lane-mark candidates are searched inside region of interest (ROI) which is initialized based on a simple road model. During this searching process, a directional edge-pixel linking and edge-gap closing algorithm is used to produce more complete edge-links, and edge-link features like edge-link directions and edge-link pair width are used to filter out noise edge-links that are unlikely to be lane-marks. Finally, colors around candidate edge-link pairs are estimated in YUV color space, and edge-links with lane-mark colors are selected to vote for the possible locations of lane-marks. As output of the lane-mark detection system, three lane-mark parameters are calculated including lane-mark position, number of lane-marks at each side of the lane and lane-mark colors. Experiments under various road conditions are carried out. Results show that the proposed lane-mark detection system can work robustly in real-time, and can provide sufficient lane-mark information for ITS applications

Prior research included the use of roadside equipment installed on urban expressways and center equipment to perform probe data collection experiments, confirming that a DSRC Road-to-Vehicle Communication System can obtain probe data. It has also identified trends in the use of DSRC probe data, comparing behavior history data with frequent accident occurrence locations or calculating CO2 emissions for example. This paper reports on the results of tests of estimating CO2 emissions and clarifying congestion length using DSRC probe data based on the results of past studies.

It was started based on bu...Lead moreSince 2005, Seoul city has installed bus internal terminals on 400 lines and 8,000 buses to track bus positioning information to operate Bus Management System(hereinafter referred as BMS) and Bus Information System((hereinafter referred as BIS). It was started based on bus positioning information and currently it provides bus arrival time in multi contents includes the estimated arrival time. We correct the estimated bus arrival time daily, and constantly try to upgrade its quality, which is the most important thing of the BIS. This document mentions the methodology to gather better information outputs by tunning the estimated bus arrival time information by taking care of characteristics of time and geometries specialities.

Due to changes in the use of nearby land sinc...Lead moreThe Osan to Yangjae section on the Gyeongbu Expressway is one of the main sections of the expressways of Korea. It has a symbolic significance as it was the first expressway, and it plays an integral role in terms of function. Due to changes in the use of nearby land since its opening, its function and shape have dramatically changed. Facilities with large generation gaps exist due to much reinforcement work over time. Overall, the satisfaction level of users is low in terms of function and landscape. In addition, it has recently become a place for diverse traffic policy tests, for bus exclusive lanes on weekdays, shoulder lanes, and the Hi-Pass. The driving environment is worsening due to the resulting adjustments of the cross-sections on other roads. The purpose of this paper is to recognize the importance of the Osan to Yangjae section on the Gyeongbu Expressway again and to transform the section into a Very Important Path (VIP)section that can represent the expressways of Korea by creating advanced public spaces and facilities and following the diversified user needs and the latest changes in policies. In order to do so, in this paper the direction of improvement and methods for working on improvement are defined and the basic concept of each goal is presented on the premise that the consistency of the road facilities is ensured and that the direction of remodeling accepts the conception of cutting-edge functions and beautiful landscaping.

KRRI and Samsung SDS have localized the single-phase MJ81 Switch Point Machine to improve the speed and safety of the conventional lines through the existing railway technology development project. For practicalization of this, we should, however, verify the performance through not only field installation tests in real lines but also interface tests with the interlocking. In this paper we verify the practicality of the domestic single-phase MJ81 Switch Point Machine through analysis on the performance result of the field installation test as well as the research contents for this test. Thereby, in Jan 2009 we have received an order from the Korea Rail Network Authority and are currently installing the single-phase MJ81 Switch Point Machine.

The throw distance of pedestrian can be influenced by many variables, such as vehicular frontal shape, vehicular impact speed, the offset of impact point, the height of pedestrian, and road conditions. The trajectory of pedestrian after collision can be influenced by vehicular frontal shape classified into sedan type, box type, SUV type and van type. Many studies have been done about pedestrian accident for simple factors. But study about pedestrian accident with multi variables was not performed. of sedan type car. The trajectory of pedestrian, dynamic characteristics of multi-body were analyzed by PC-CRASH, a kinetic analysis program for a traffic accident. We assume that a vehicle has an array antenna as a receiver and a pedestrian or motorcycle has a transmitter, and we estimate the direction of arrival of radio wave using Unitary-ESPRIT method. In this paper, we suggested the right and left judgment system. There are two characteristics of this suggestion. First, we use a method which estimates the number of signals as a prior processing the DOA estimation. Second, we also use a distinction method by the likelihood that accumulated by the past information. Simulation Results show the effectiveness of this method.

The purpose of this research is to acquire degree of congestion and flux information of pedestrians, which is basic information necessary for increasing service of transfer system necessary for users of transfer station, with video image detection system. Problems to be solved for developing pedestrian detection algorithm are the difficulties of computing location judgment and degree of congestion of pedestrians since features of pedestrians look different according to camera location in case they are in crowd or in occlusion. Methods suggested in this research have detected moving objects within video images after first mapping real world coordinate and coordinate within video images through camera calibration for solving these problems. If moving objects detected are judged as people through HOG algorithm, afterward real world location and movement information are acquired through continuous detection and tracking and camera calibration information and based on this, degree of congestion and flux information are calculated.

Such road surface conditions are estimated by generalizing road surface temperature, road surface moisture, ground temperature, salt levels, weather, etc. The road sensors are very expensive and buried under the ground by boring a hole through the road concerned which leads to road damage. It is well known that reflectivity of a road surface significantly changes when the road surface is wet to form a water film; and water molecules are characterized in that they scatter under ultraviolet rays and absorb light energy under infrared rays. In this essay, we propose a method of estimating road surface conditions by means of the image analysis techniques, using characteristics of water molecules. This system can be easily installed on a road without damaging the road and it is expected that it can be used in many fields.

The particles vary in their size and thus scatter light in various wavelengths to result in being seen visually white. General fog sensors detect the level of fog scattering with laser rays to measure a visible distance. Such sensors are very expensive and cannot be used for other than the purpose. In this paper, we propose a method of detecting fog by using a CMOS image sensor of sensitivity in wide wavelength of light, and comparing the scattered images in a visible ray range with the transmitted images in an infrared range to detect fog. The method proposed in this paper is expected to be applied to many fields because the image sensor is used and it is thus possible to carry out traffic information collection, environment monitoring and the like, using images, in addition to fog detection.

In this paper, we develop a new rule based approach to smart video surveillance system for detecting situations where people may be in peril, as well as suspicious action or interactions at or near critical transportation assets. We analyze here three general types of human involved behaviors and interactions: (i) single person or no interaction, (ii) multiple person interactions, and (iii) person-facility/location interactions. The behavior analysis is accomplished through the development of geometric and motion visual features for each pedestrian. It is very simple and highly effective. The performance evaluation is carried out by using the video sequences taken in the real life environments of rail stations.

The rapid economic growth since the early 1970s has resulted in large increases in the demand for transport services and the private car ownership.On the other hand, an increasing rate of the road extension in Incheon is 3.5 percent from 2,118km in 2002 to 2,192km in 2005. Such unbalanced increase between car ownership and road extension substantially leads to severe traffic congestion.The objective of this study is therefore to analysis the travel patterns based on social changes between the years 2002 and 2006, and then to develop main improvements in transport policy in Incheon. In order to develop the main direction in transport policy, the changed trip generations, trip distributions, mode share rates and assigned traffic volumes between the years 2002 and 2006 have been analyzed in detail. In these years the large-scale household travel surveys were conducted in Incheon. As results of the analyses in surveys, trip generation rates have been increased in Incheon. These increases have been caused by the large scale housing development without properly planning and constructing transport infrastructures. The UDI has been developed to see the degree of the unplanned areas, In the trip distribution, a SSR and a IDR are developed and calculated. It is found that the SSR has been increased slightly and the DR has been increased between the years 2002 and 2006. In the modal split analysis, car usage has been increased, but public transport modes have been decreased. In the traffic assignment analysis, the values of the VKT Index and the VHT Index have been increased 21.2% and 13.2% respectively since 2002. Through these analysis, the bus and subway oriented transport policies should be made whilst car restraint policies should be adopted.

Disadvantage of this system is that performance of the system totally depends on recognition performance of vehicle license plates and since detectors must be installed per each lane, excessive cost was induced. Vehicle license plates on multi-lanes can be recognized simply using high definition video images but in this case, there is difficulty to reach to expected performance level as recognition rate of vehicle license plate can be deteriorated due to poor screen quality of video images. In this paper, a method, which supplements when deterioration of recognition accuracy of vehicle license plate occurs during collecting multi-lanes traffic information simultaneously using a single high definition video image, was suggested. Methods to extract multiple feature points including vehicle license plate, classes, colors and shapes of vehicle in low definition screen and methods, which conform these, are suggested and performance and validity of the proposed methods was evaluated through traffic information collection of multi-lanes section.

Because it is difficult to capture vehicle images in multi-lanes at the same time. In order to recognize vehicle license plates in multi-lanes, it is essential to capture high-resolution images. In addition, capturing images at a high-speed is essential, there should be little blooming and smear and good infrared sensitivity is required for capturing images under night illumination. The CMOS image sensor is suitable to be used in an outdoor environment such a LPRS in that it has high-speed image capturing, little blooming, no smear and wide dynamic range. However, the high resolution CMOS sensor has a problem to capture images of an object moving at high speed, using a rolling shutter. In this paper, we propose a method of controlling cheap high-resolution CMOS image sensors in order to obtain vehicle images in multi-lanes. First, the image sensor is installed with the 90-degree rotation. Images are caught at a high speed while keeping a desired resolution by carrying out down-sampling in the entire area (global scene) and sub-sampling of the region of interest (vehicle scene) with a time difference in acquiring sensor data. We calculate the driving speed of a vehicle in the down-sampled image and compensate a distortion of the license plate of the vehicle in the sub-sampled image, using the calculated speed. And then a vehicle license plate is recognized by corrected sub-sampled image.

Variable Message Signboards (VMSs) were applied to r...Lead moreThe West Nippon Expressway Company Ltd., Shikoku Regional Branch in Japan has been trying to increase the traffic capacity at the bottleneck congestion points on its highway network by applying smart traffic management. Variable Message Signboards (VMSs) were applied to recommend drivers to accelerate the speed while getting out of the traffic congestion. Since 2006, two VMSs to recommend drivers of acceleration have been located near the Osaka tunnel, one of the bottleneck points of congestion. Three years have passed since an installation of the VMS, and the purpose and effects of VMS have gradually been be understood by the public. This paper describes the study results on the effects of the VMSs that have been located three years ago. A case study approach was applied for the case of with/without VMS in order to validate its effects on queue discharge flow rate(QDFR). In the case without VMS, traffic flow volume has plummeted significantly. While in the case of one of the VMSs active, the decrease in traffic flow volume was less than the case without any VMS. It is concluded the case study result that one VMS should have enough effects to reduce traffic congestion at the Osaka Tunnel location.

Vehicle Multi-hop Communications (VMC) technique adopted Wireless Access in Vehicular Environments (WAVE) is applied because short latency is important for the efficiency of the information. The image information is collected and processed by the Intersection Safety Equipment (ISE) and sent through cable to base station, which provides image information to the vehicles via wireless communication. This paper verified whether VMC technique is valid for the provision of the intersections image information and decided how to apply it, through introducing VMC technique, suggesting ISE, explaining the structure, and testing integration in reality.

In addition, numerous studies are being carried out in order to collect and provide traffic information through Dedicated Short Range Communications (DSRC), which is the basis for domestic ETCS. Therefore, a study to provide diverse services by utilizing the Electronic Toll Collection System, infrastructure that has been constructed for existing expressways, and infrastructure for vehicle terminals that are currently being distributed rapidly is being carried out. In order to develop service that utilizes existing infrastructure like this, a plan to apply service that utilizes existing infrastructure is needed. It is possible to realize a service through changes to the standards and organization for communication and system of the existing infrastructure. However, for service that is realized by changing the standards and systems, there is no way to avoid duplicate investments due to costs needed for changing all existing systems that have been constructed. Therefore, mutual connectivity was acquired by utilizing DSRC, infrastructure that is currently being operated in expressways, and a plan to standardize the Layer7 interface for transmission of traffic information by using DSRC based on ISO 14906 and ISO 15628 to avoid physical changes to the existing system was developed in this paper. Effectiveness of this plan was then verified by building a system in which this plan was applied on an actual road.

To carry out positioning at indoor space where GPS cannot be used, RTLS (Real Time Location System) using WiFi was utilized. By composing WiFi Infrastructure at Gwangmyeong station and Gimpo airport, it was tested and analyzed by using UMPC and Smart Phone which general pedestrian can carry without using exclusive Tag for positioning. In particular, in transfer station like Gwangmyeong station and Gimpo airport, lots of open-space in shapes of waiting lounge exist unlike other general buildings. In this open-space, position error of RTLS was analyzed. In addition, position characteristics, which are generated during movement, was analyzed by considering characteristics of pedestrian having lots of movements. As the result of analysis, currently developed WiFi-based RTLS could locate stopped status position within 3m. However, during movement, position was not located or over 20m of error was generated. This is because currently developed RTLS was developed for tracking fixed things such as assets management and equipment tracking and does not have error calibration algorithm. It is judged that high level location-based service for pedestrian like navigation will be possible if we apply positioning technology using WiFi which has calibrated error generating during movement.

As an alternative, Mobile Networks-based positioning technology is providing indoor & outdoor location information but it generates location errors of several hundred meters. In this research, Position Determination Algorithm was designed which calibrates location error by combining GPS and WPS(WiFi-based Position System) and by using Accelerometer mounted on Nomadic Devices. By fusing diverse positioning technology, it can provide precise position information at indoor & outdoor and as it provides indoor & outdoor location information considering mobility according to types of actions(such as walking) of pedestrians, it is expected that Nomadic Device will provide location-based service.

A railway safety assessment program is a web-based software program to examine safety documents automatically and to support railway safety assessor by providing checklists. The railway safety documents assessed in this program are safety management system (SMS) documents and engineering safety management (ESM) documents. The railway safety documents are examined automatically by software engines and results of the examination are provided to assessors. The program also provides the assessors with document checklists. The railway safety assessment program will become a beneficial web-based program for examining and investigating railway safety documents in South Korea.

Various traffic information are collected and processed per each local autonomous organization of the Republic of Korea through introduction of various ITS systems and service of traffic information for citizens is carried out with various methods such as Internet, mobile...Lead moreVarious traffic information are collected and processed per each local autonomous organization of the Republic of Korea through introduction of various ITS systems and service of traffic information for citizens is carried out with various methods such as Internet, mobile, VMS and etc. Traffic information is mutually connected in various methods between centers of each local autonomous organization and services are provided by processing this. However, exchange and connection methods of traffic information are not unified and standardized. Even they are standardized, lots of problems are generating due to differences in interpretation about the standard between each centers. Under this reason, exploration for technology and standardization plans, which can connect and utilize traffic information easily, became inevitable. Therefore, in this study, we plan to discuss system establishment methods, utilization plans and methods for developing and utilizing OPEN-API technology for expanding traffic information connection systems. In addition, we plan to suggest standard and verification plans for definition and application of OPEN-API technology.
