Setting up GPS receiver on top of the vehicle, the driv...Lead moreIn this research, we want to figure out advantages of NEV (Neighborhood Electric Vehicle) which compare with gasoline cars. As the experiment method we utilized electric vehicle which is named of e-Zone made by CT&T. Setting up GPS receiver on top of the vehicle, the driver operated the car in zone 30 areas, Ilsan Korea. There are two spots where operate zone 30 system, one of them is located in Ilsan City. Drivers have to keep their speed under 30 km/h in this zone and there are a lot of pedestrian traffic and traffic signs and banners which can be helpful to whom it may unfamiliar. By experiencing, we can analyze the speed and acceleration of the vehicle by spotting dots per one second with GPS receiver. To compare with speed of gasoline cars, we can conclude that most vehicles have no difference between their speed and acceleration because of its speed limit which cannot run with high speed in zone 30. However, roads do not operate zone 30 system are not appropriate to NEV because NEV cannot make speed which follow the flow of traffic on the roads and its instability. To use NEV as short-distance use, the government needs to make related laws and benefit for NEV users.

For this purpose, decision support system containing all aspects influenced the project is needed and should be carri...Lead moreEconomic assessment and verification of large-scaled projects like construction of expressway are most important because they need great amount of budget. For this purpose, decision support system containing all aspects influenced the project is needed and should be carried out before executing the project. Since late 1990s, some decision support systems such as preliminary feasibility assessment and total budget management for SOC projects like highway, railway construction have been performed. This kind of decision support system, in special for expressway construction or for emergency management, has been required by Korean government, as well as NGO. Since last few years, Korean Express Corporation (KEC) has constructed traffic information and management system, which collects real-time traffic data on expressway. Through the system, KEC could partially support decision-making such major issues. For supporting decision-making process of expressway policies, several components are necessary such as collecting data, monitoring traffics, and travel behaviors of users for analyzing travel demand, and forecasting for the traffics. There are so far a lot of researches on expressway mainly focusing on data collection, traffic monitor, and management respectively, but not integrating all of them. This research has performed to focus on formulating decision support system for expressway policies, which contains newly emerging polices such as toll-free road, HOT, and Hi-pass as well as conventional ones like road construction, and maintenance. This research also presents a consistent framework of decision support system integrated with relating decision issues of problem identification, police setting, solution methodology, execution, and monitoring.

High-strength concrete allows engineers to design bridges with longer spans for a given girder cross section, thus reducing the number of girders per span by increasing girder spacing, that can lead to substantial costs savings for bridge. The definition of HSC is over 42 MPa concrete, recently over 60 MPa has been considered the lower boundary for HSC. However, design provisions for prestressed concrete members under current codes are primarily based on empirical relationships of the mechanical properties developed testing normal strength concrete. Extrapolation of these empirical equations to materials of higher strength is not justified. And there is not much experimental data on effects of cementitious materials on HSC for use in prestressed bridges. The objective of this study is to obtain information on mix proportions, mechanical properties and durability of 60MPa HSC for use in prestressed bridges, and perform field test construction and performance follow-up survey for pre-stressed concrete bridge.

In order to constantly offer various services to drivers, it is essential to secure the communication mode between RSE and OBE(V2I). In this study, the actual implementation possibility regarding communication between RSE and OBE are examined thoroughly for SITMS(SITMS; SMART Highway Information & Traffic Management System). Also, it is focusing on emerging WAVE communication technology as major technology of next-generation traffic information services implementation. In order to examine the present level of WAVE(Wireless Access in Vehiclur Environments) communication technology and judge the actual implementation possibility of seamless communication environment, test by various vehicle speed are conducted using the six-point of Communication radius, Transmission speed and Handover etc. Also, test are defined the communications standards and conducted the conformance test through requirements definition. As a results, WAVE communication mode meet requirements of SMART Highway. It is possible to satisfy the requirements of Handover, Communication radius 700m and Transmission speed average 6.55mbps.

In order for the model to well represent characteristics of a transit network, connectivity should be analyzed based on nodes and transit lines of the network instead of nodes and links. Moreover, the centrality of a node, which is commonly used in social network analysis, needs to be modified so that it is suitable for transit networks. As evaluation measures of a transit line, we select its length, capacity, and speed. We then define the transport power of the line as the product of those measures. Basic units of connectivity analysis of multimodal transit networks are transit stops. Thus we first develop an index representing the connectivity of a stop using the degree centrality of the stop and the transport power of transit lines serving it. Then we derive the connectivity index of transit lines as well as areas from the connectivity index of transit stops. We also show that the connectivity index of transit stops can be used to evaluate the connectivity of transfer centers. The connectivity evaluation model developed in this study takes well into consideration characteristics of multimodal transit networks, adequately evaluates the connectivity of transit stops, lines, and areas, and furthermore can be used to determine the level of service of transfer centers.

It devises a system with application of the Wandering Technique to improve overweight control function and then detects whether a travelling vehicle is off the lane or not with clear vehicle classification. With actual application of the overweight control system developed by this study, an analysis was made on patterns of overloaded trucks on highways through the system. As an alternative to overcome the limit of overweight control system with stationary load weigher operated by existing offices, the system can be a fundamental measure to control axle fabrications using lift axles.

In light of the recent severe financial environment, there is a need to further improve the appropriateness and efficiency of winter road maintenance in order to provide safe, comfortable conditions for drivers. To facilitate prudent decisions on winter road maintenance, a decision support system using a geographic information system (GIS) has been created to transmit information to road administrators. It consists of a forecast system that predicts changes in weather and road surface conditions and a monitoring system that observes road surface friction and evaluates the effects of winter road maintenance measures. This paper describes the conceptual framework of the system and outlines the status of the related project.

In order to achieve the goal, it is required to gather a large amount of information including conditions of a road and drivers, the status of vehicles, and other useful data. The road condition in particularly is an extremely important factor among them. In this paper, we suggests a Road Control Radar System, RCRS, as a solution to detect road conditions using a radar system independent of weather conditions or the time of the day. RCRS is a real-time system that delivers considerably large amount of data including road conditions such as dry, wet, water-film, snow or ice road surface and dangerous obstacles on the road to drivers and central servers using a radar system for detecting them. As a result, it is expected to prevent traffic accidents in advance by offering rapid and accurate information to drivers.

As of the end of 2009, nine privately-funded expressways are under operation and in around 2016 in the future, it is planned that approximately 970km of 26 privately funded highways will be operated. In particular, privately funded highways under implementation in short sections are causing various issues such as complaints of customers and induction of delays of vehicles due to frequent stops of vehicles using the highways because of toll collection at toll gates. In addition, proliferation of traffic information collection devices at the public and private level is needed for tele-matics service to grow into an industry. The collected data will be concentrated at a national center via a combined distribution system for traffic information. Earlier conference papers (2005, 2006 & 2008) reported on the development of this program which became fully operational across Australia from mid-2008.The IAP is based on national legislation and an open, performance based specification. It is a voluntary program which utilises GPS technology to remotely monitor heavy vehicles against access conditions and reports any non-compliance event to the relevant Jurisdictions. In return, enrolled Transport Operators are granted access or improved access to the Australian road networks. This program is administered by Transport Certification Australia (TCA).

Our method is based on the use of Kernel-RLS to intelligently aid the GP...Lead moreIn this paper, we consider an intelligent method to enhance the performance of a coupled GPS/INS (Global Positioning System/Inertial Navigation System) for land vehicle navigation during GPS outages. Our method is based on the use of Kernel-RLS to intelligently aid the GPS/INS integration system. The Kernel-RLS is a nonlinear version of the recursive least squares (RLS) algorithm. It performs linear regression in a high-dimensional feature space induced by a Mercer kernel and can therefore be used to recursively construct minimum mean-squared-error solutions to nonlinear least-squares problems. The Kernel-RLS can avoid local minimization and over-fitting problems in neural networks. This paper explores the application of the Kernel-RLS to aid the GPS/INS integrated system, especially during GPS outages. To show its applicability, field tests and performance comparison were conducted.

Although the CBA has been widely used in many public and priva...Lead moreEconomic evaluation using Cost-Benefit Analysis (CBA) calculates the present values of costs and benefits, helps make an economic decision on a project, and prioritizes the implementation of multiple projects. Although the CBA has been widely used in many public and private investment projects, information of its application on Intelligent Transport System (ITS) projects is scarce. This paper discusses the extent to which the CBA’s application for ITS projects and addresses critical issues considered to conduct the CBA approach. Specifically, we examine the Net Present Value and Internal Rate of Return by discussing their advantages and disadvantages for the ITS projects. In addition, an expended CBA approach including the direct and indirect benefits in a region is discussed to assess the total benefits from the ITS projects.

We first propose a reasonable method of the block section division considering the worst case where the system can still be controlled intelligently based on Traffic-Wave Theory, then begin to predict service time of toll station for the control of traffic flow based on the determined block section using Grey-Self Adaptive Filter Combination Forecasting Model. On the basis of service hours, queue length, braking distance and average service intensity are further predicted. Thus a prediction-based rolling optimization model is established to improve driving safety where the objective function aims to minimize square addition of controlled velocity difference in block section taking driver’s psychological characteristics and safety into consideration. Then combination forecasting model is corrected online through comparing predicted value with collected historical data to compensate the future error, by this way, closed-loop optimization is realized using real-time feedback. Therefore, a Predictive Control Algorithm is designed. In the end, MATLAB software is used to calculate corresponding controlled interval speed and reflect it simultaneously on variable message boards, so that vehicles move at a particular speed, vehicle speed in block section and arrival rate in front of toll station are controlled, thus the service and management level of toll station can be significantly increased.

The method adopts the distributed control architecture to improve the effectiveness of system optimization and the stability of system operation, which is suitable for the urban network where the distribution of intersections is dense and traffic flow varies frequently. The method takes minimum travel time delay and minimum average queue ratio as the optimal objectives to build the multi-objective traffic signal optimal model, and employs the goal programming principle to simplify the multi-objective optimization function of the model, and adopt the discrete particle swarm optimization algorithm to optimize the traffic control parameters of the intersections. This method can timely optimize and assign space-time resource for the traffic flow in the network, and eliminate the gridlock caused by the too long queue that spreads to the upstream intersection.

To this end, a method using video images obtained using a camera fixed at a road intersection is generally adopted. However, a camera fixed above an intersection cannot be used to obtain an intuitive understanding of the position of vehicles because it takes images of roads and vehicles from obliquely above them. In this study, we propose a method of easily determining the position and movement of vehicles by converting the moving images obtained using a single-lens camera at an intersection into those observed from directly above the road (overhead-view images) and by subsequently projecting the overhead-view images onto a digital map.

In some big cities, the road pricing is executed as one of the solutions of the traffic jam. However, in the developing country etc., the diffusion of the road pricing is law, because the standard of the home country is not enacted and the installation of OBU is not easy etc. We are developing the road pricing of the single lane barrier method by the trial in conforming to the ARIB standard as the result of ETC in Japan by using battery type OBU with an easy installation in Malaysia. It is thought that the road traffic jam can be eased by pressing the change in traffic behavior of the user of the car by the single lane free flow method and furthermore developing the road pricing system in the multi lane free flow method in the future.We are anxious about the irregular use by the theft which happens since the life of a battery and easy removal for the battery type OBU.As those measures, power consumption is reduced by power supply management about the life of a battery.Moreover, as for the irregular use, unjust prevention with other vehicles is performed by setting up OBU.In addition, battery type OBU is possible the share use in not only the single lane barrier method but also the single lane free flow method and the multi lane free flow method.

The stereo camera can measure a distance that is more accurate and stable than that of a single camera. The stereo camera with short baseline length is desired because it is easy to mount the camera in the car. We made an evaluation system of stereo camera with 12cm baseline, and developed more accurate algorithm on measuring a distance than the existing algorithm, and showed that our algorithm satisfied a basic performance of stereo camera system.

This study is based on the assumption that the introduction of Telematics for vehicles could be a cost reduction measure. Relating to Traffic Congestion Cost, a research is under way on estimate of drivers` demand and monthly cost, and activation measures regarding collection and communication of traffic information which is a part of UTIS(Urban Traffic Information System). As for Traffic Accident Cost, another research is in progress on digital tachograph (black box for vehicles) associated with ‘collection and notification of Traffic Accident Information’ and analysis of DVR effect and activation measures.

In Japan, expressway toll is charged basically at a metered rate and there was no toll cap. However, the special discount with 1,000 yen (about $10) ceiling (the holiday special discount) was introduced on March 28th, 2009, if a car with ETC runs on expressway. ETC can acquire driving records of every car, so to make the total toll 1,000 yen, Nexco-West decided to do “ the back office processing”. On this research paper, we are going to introduce the toll discount measure and system utilizing the features of ETC.

Blocked traffic may also interfere with emergency vehicle...Lead moreCities worldwide are plagued by traffic congestion and its numerous negative effects: Traffic delays, inability to accurately forecast travel time, wasted fuel, increases air pollution and carbon dioxide emissions. Blocked traffic may also interfere with emergency vehicles responding to urgent incidents, thus indirectly impacting the health of society. As a result, major cities worldwide have a triple goal of reducing congestion levels, increasing the reliability of travel time information and, a reduction of Greenhouse gas emissions. Opened in 2007 the Tramway line “Marechaux Sud” in Paris was designed as an environment friendly, sustainable replacement for a bus line “PC1”, doubling the passenger capacity. Providing tramway priority at intersections in order to maximize its efficiency while minimizing the impact on other road users (namely cars and buses) was paramount to guarantee the success of the project. This paper describes how these objectives lead to the choice of video-base detectors to identify conditions leading to gridlock situations. It shows the configuration and the operation of the system. Finally, the paper describes some of the results obtained and details the benefits of the system.

The handicapped persons can get expressway toll discounts only if they are attended. The handicapped travelers cannot use Hi-pass ETC system which is operated unattended because a toll booth operator has to eyewitness the handicapped persons on board for expressway toll discounts. We developed a dedicated OBU with a biometric sensor and sub-systems to check whether the handicapped persons are on board or not. It was verified that the dedicated OBU and sub-systems works well through several tests of prototype sets.

The VDS using image processing uses recognition and detection process so that we contruct the pole with 12 m length and establish the camera equipment up for the express way and analyze vehicles' velocity and amount of vehicles through the virtual detection line on which is obtained image. In any VDS using image processing for round-trip 4 lanes, the shortage of the arm of the camera pole makes vehicles overlapping within the 1st lane's vechicles and the 2nd lane's vechicles passing by on the opposite side of the camera pole. It causes the low capability of the VDS, vehicle
velocity accuracy and amount of traffic. To obtain the high reliability of detection data, we suggest the improved contruction height and extention of the arm length.

The purpose of dealing with the Electronic Parking-payment system based on ETC Technologies is to revitalize the use of Hi-pass and to increase users who own
vehicles with OBUs installed. Traditionally drivers had used only cash in the fee parking lot a few years ago. Nowadays, parking lots are becoming smarter than ever especially in fee-paying equipment. They are implementing unmanned methods using like RFID, applying credit cards etc. In this study, we deal with the Electronic Parking-payment system which is based on ETC Technologies. Hi-pass the ETC in Korea is applied on entire expressways for toll-collection. A lot of processes are required in the Hi-pass system like detecting vehicles accurately, shooting photographs of number plate, numbering vehicles sequentially and so on. Besides it must have the accurate and fast wireless communication features for satisfying the collecting acts in the high speed environment on the Hipass lanes. One lane Hi-pass system contains many Car-detectors operating by light on-off basis, the dual antennas covering wide ranges, high speed safetybarrier and highly accurate software going with processes. As a result the Hi-pass system in Toll Plaza is necessarily composed of complicated equipment with high prices. In Parking lot environment, a vehicle can not speed up only stop and go. So a lot of facilities are not required in parking lot. Electronic Parking-payment system is quite simple to compose compared with the Hi-pass system. It is not required many Car-detectors, dual antennas and complicated software in the parking lot system. It requires one antenna with infra-red and radio-frequency covering around 3~6 meters in diameters. So total lane length is as shot as about 10 meters compared with Toll Plaza which requires of 12~14 meters in communication ranges and total about 30~40 meters. Car detectors are not required made use of optical mechanism but of electromagnetic field(using loop types) 10 times cheeper than the former. And the number of detector requried is only the one in one lane, on the contrary Toll Plaza the four set - eight detectors in total - is required. In software, it is simple to apply because of its some characteristics. These are Stop-and-go environment, Narrow Service Areas which can deal with merely one vehicle simultaneously, Small Surrounding Equipment and so on.

Active DSRC is the technology that is using 5.8GHz Radio Frequency to a mean frequency and there are a lot of the case occurring a physical electric wave shadowing because of the traveling straight of a electric wave. In such inferior communication environment, it constructed the stabilized communication link that can do collecting and servicing the correct traffic information and designed the beam pattern considering the establishment position of the antenna that can apply to various road environments and a communication area. By considering the communication link environment, this paper designed and manufacture the mean frequency of 5.8Ghz, the input loss of -17dB in 75MHz bandwidth, the Axial ratio of 1.5:1, and 2×4 array microstrip antenna which beam pattern have the characteristic of 55° horizontal half power beam width and 26° elevation half power beam width and the minimum establishment height of the antenna was designed as 14m for avoiding electric wave shadowing on a physical condition between vehicles.

The traffic information processing based on point detection using existing vehicle detection equipment is the system in which a collection and a service are operated separately while the traffic information system based on the link detection using DSRC is able to collect and provide the traffic information through the communication between RSE and OBU. The speed of a traffic congestion is high on the process converted from a point passing speed to a link average speed because the vehicle detection equipment makes the link traffic information into the point information. When the condition of traffic is deteriorated, traffic speed of the vehicle detection equipment becomes higher than DSRC. Especially, in this system, deflection by data of the traffic speed of the traffic information system is much decreased, and the unexpected condition detection and traffic condition are provided promptly.

If companies select the appropriate technology at the right time, they can gain values and competitive advantages and sustain the company’s competitiveness. However, it is becoming more and more difficult to select the appropriate technologies for increasing number of technologies, convergence of technologies and abundance of technological options. In this study, a technology selection model using fuzzy ANP method for the public sector was proposed. Technology selection in the public sector has a high social and economic impact. And there are various expectations from different interested groups. Various factors having influence on public services were taken into be considered. The fuzzy ANP method which was used to integrate expert’s opinions and evaluate technology alternatives controls tangible and intangible criteria and deals with ambiguity involved in the data evaluation process.

The number of vehicles passed through the expressways in 2008 was over 3,000 thousands per day. Traffic congestions at Toll Plaza had increased before installing ETC nationwide in 2007. Since had introduced in 2,000, the Hi-pass systems - ETC in Korea- were installed at all Toll Plazas' in 2007. The concept of Hi-pass is that the vehicles merely need to pass through the Toll Plaza like passing through roads then toll collection acts are automatically performed. Vehicles installed the OBUs' have increased high since 2007, and over 3,400 thousands users enrolled to use the Hi-pass system in 2008. There are a lot of demands on analysis of the effectiveness in the traffic and the cost aspects concerning the management of the Hi-pass system. Therefore in this study, we will develop the Passing-time model which can be measured the effectiveness in traffic aspect. And on the basis of this model, we will analyze the cost and economic effectiveness from a long-term perspective and establish the foundation in the managing and the installing Hi-pass system.

Interchange installation is installed so that average interval becomes minimum 2km and maximum 30km per standard criteria such as interval per region, population in station area and etc but it is difficult to say it is sufficiently arranged from position of users. In fact, average interval between domestic interchanges is about two times of advanced countries like the US and other but in reality it is difficult to have additional installation because there are constraints such as requirement of huge operation cost, lacking economic feasibility (B/C) and etc. After all, we need dramatic plans which can induce maximum effect with minimum cost for improving accessibility of expressway through additional installation of interchange. In this thesis, we plan to suggest introduction plan by analyzing concept, operation examples and effect of Smart IC introduced and operated in Japan from 2004 and by establishing Smart IC design standards such as rest area status possible for domestic application through this, allowable cars, design speed, car lane composition, ETC system standard and etc.

Also, incidents including major car ac...Lead moreClimate change that increases the intense precipitation events, typhoon intensity, and so on, can have significant impacts on traffic flow in roadways. These disasters can block the traffic flows or destroy infrastructure facilities. Also, incidents including major car accidents obstruct traffic in roadways. Therefore, if we cannot suitably cope with these situations, roadway users can be trapped in roads and suffer a great inconvenience. It is necessary to have a rational plan that detour traffic to avoid a blocked site. This study aimed to suggest the plan that increases the connection of roadways to minimize road users’ inconvenience in express highways. This study revealed that the connection of express highways had a significant role as an alternative detour through the case study of Japan and simulation analysis. SMART IC in Japan, which is an electronic toll collection system that installs in rest areas or roadways in express highways to directly connect express highways with adjacent roads increase users’ convenience by improving accessibility, was introduced to improve the accessibility of express highways in ordinary times and be used as detours in emergency situations. In further studies, there are needs to study under the consideration of emergency situations about national road network development, investment and evaluation of roadways, a feasibility study of SMART IC, which were not dealt in this study.
