For solving this, based on 「Basic plan of (Seongnam city) among basic ITS plan of Gyeonggi-Do」 in 2001, in February 2009, Seongnam city 「Basic design and feasibility review of Intelligent Transport Systems (ITS) of Seongnam city」 was established. The establishment project of Intelligent Transport Systems (ITS) of Seongnam city is a plan to be progressed in annual project of total 3 stages (2009〜2014). Seongnam city was selected as the object region of UTIS project of Police Agency in 2008 and had secured national budget of 11 billion KRW and at present, the 1st stage establishment project of Intelligent Transport Systems (ITS) of Seongnam city is under implementation. The 1st stage establishment project of Intelligent Transport Systems (ITS) of Seongnam city plans to provide information through road electronic sign board (VMS-16 locations), CNS (3500 units), web site, smart phone, radio and etc by collecting traffic information through installation of CCTV (39 sets), video detectors (VDS-18 units), vehicle license plate recognition equipment (AVI-8 locations), base depot equipments (RSE-55 locations) and on board equipments (OBE-3500 units) and by processing collected information at urban integration information center.

In order to improve these inefficient transmission method, the TCP/IP transfer method used in the Internet and the H.264 standard for video compression were applied to the ITS system for the Gyeong-gi Province, Korea. This digital video transmission method will provide a better expandability, a cost effective transmission line such as ADSL (Asynchronous Digital Subscriber Line) instead of optical fiber. This paper presents a case study on digital video transmission system implemented for the Gyeong-gi Province, Korea.

In this regard, analysis of the cases of providing the traffic information, “Traffic Information Message Exchange Technology Standard II” was carried out in a bid to develop the XML message standard which expresses the various traffic information including multimedia, along with the evaluation of the characteristics of additional multimedia traffic information contents, which will be provided through the Open API. Moreover, the function to recommend the customized traffic information for the driver’s to improve the convenience from driver’s standpoint was also developed. To that end, modeling of various situation information associated with the drivers, vehicles and road environment was conducted, and based on such work, Ontology-based inference on traffic state was carried out so that the recommended information on important situation is accordingly provided.

On the bas...Lead moreTraffic flow detection technology is one of the basic technologies of intelligent transportation system (ITS). At present, the usage of wireless sensor network (WSN) for identifying and measuring traffic flow is a new data acquisition and integration technique. On the basis of the experiments used to confirm the adaptability of wireless sensor nodes detecting traffic flow, this paper proposes a system for traffic flow detection based on WSN. First of all, the multi-sensor fusion algorithm is studied according to the character of the data and realized by VC++6.0. After the wireless sensor nodes acquire three kinds of physical characteristic parameters of sound, light, and magnetic (both X and Y directions) at a frequency, the data are transferred to the base station or the control terminal and the Kalman filter algorithm is used to calculate the parameters separately. Further, multi-sensor joint probabilistic data association algorithm is studied and applied to integrate the same parameter from different sensors. Finally, the reliable data are calculated and identified the traffic flow, vehicle style and speed. At the same time, four kinds of network topology of WSN are studied, and the identify ratio of effective information is comparative analyzed in order to test which is the most suitable one for traffic flow detection. Finally, the results show that the algorithm for traffic flow detection has a high detection rate of traffic flow, and the best network topology is linear.

The chain-collision accident due to a dense fog on the Seohae Grand Bridge in 2006 revealed the need of disaster preventive measures along the long span bridge especially under the severe weather condition. For this reason, the researches on the disaster prevention against fire, traffic accidents, extreme weather condition, etc. have been rapidly increased by incorporating advanced IT technologies into the bridge. The intelligent safety bridge (ISB) model consists of two key technologies: (1) an information gathering system by installing sensors with a miniaturized communication chipset along the bridge for the purpose of the real-time bridge management and (2) an anti-fog system by recognizing or predicting fog in real-time manner and by reducing the fog intensity according to the type of fog. In this paper, the strategic plan of ISB model based on ubiquitous sensor networks is suggested to enhance the safety of bridge users.

We fin...Lead moreThe purpose of this study is to analyze the impact of expressway investment and road network extension on the economy. We first estimate the contribution of road construction to various sectors of the economy by analyzing input-output tables of Korea for 1975-2005. We find that an increase in the final aggregate demand for road facility increases the total product by the factor of 2.044 in year 2005, which is higher than the overall average (1.852) and the non-road construction sector (2.042). We also show that accumulation of expressway capital has positive externality to the productivity in various sectors of Korean economy. In addition, from an analysis of 19 OECD countries for 1990-2006, we find that the impact of motorway to productivity is positive and accelerated once the motorway length relative to economic size exceeds a threshold level. Korea is past this threshold level, and it is expected that future motorway construction would have larger effects on the overall productivity.

So it investigated the variables that come relate to the algorithm and collected parking information for an algorithm plan. It analyzed variables inciuding average number of parked cars, average parked time, rate of turnover, occupancy, cumulative number of parked cars, and etc. of the parking lot. And it collected data regarding illegal parking, double space parking, searching car and it presumed the number of available parking spaces. As a result of the research, It appeared that the achieved accuracy is superier to existing provision system which only take the total input and output numbers. This will help drivers' judgement, and also the parking lot operation and management.

The system relies on the bio-inspired robust vision of visual cortex, tunable to the selective stimulus of orientation and movement. The system detects the object of visual target features of particular shapes. The CMOS spiking neurons by MOS transistors’ conductance are able to implement the bio-inspired neuromorphic vision sensors based on the visual cortex experimentation of Hubel and Wiesel. Furthermore we have demonstrated the effectiveness of neuromorphic vision sensor by applying to the passenger posture recognition and analog-mixed CMOS VLSI implementation.

However, as most of the runways have been constructed before the current Runway Safety Area (RSA) had been established, they fall short to ...Lead moreAlthough the runway conditions are deemed to be perfect, runway accidents may still occur due to weather conditions or pilot errors. However, as most of the runways have been constructed before the current Runway Safety Area (RSA) had been established, they fall short to satisfying the present facility standards. ICAO and FAA have set RSAs (standard length: 300m). Domestic air laws also stipulate 300m as the standard. The problem is that circumstances such as natural obstacles, environmental restrictions and local developments are making it difficult to secure additional space for expansion. Therefore, there has been a growing need for developing a rapid arresting material in order to safely arrest over-running aircraft, rather than expanding the RSA. Korea, as one of the most highly rated countries in ICAO's member nation safety evaluations, is in need of a continual development of an air safety system in accordance with international standards. At ICAO working group meeting in 2009, Engineered Material Arresting System(EMAS) installation has been stipulated as the RSA standard wing to the US's continuous recommendation, and ICAO is expected to modify its standards in accordance in the near future. Several domestic airports must also develop safety materials and prepare pertinent standards, commercializing domestically developed Aircraft Rapid Arresting System(ARAS), which will serve as RSA facility standards. By installing ARAS at runway end safety area, airports can minimize its application range and garner the effect of installing runway strips, reducing construction costs and enjoy an effect that verge on runway expansion.

Kyungnam Province where such low-density areas are everywhere considers the application of DRT concept to many of bus lines currenly operated as fixed-routes. The velocity profiles and velocity fields of developing turbulent flows were measured at fre...Lead moreThe developing turbulent flows were investigated at a straight duct(scale reduction 1/20) of rectangular cross section which was made for simulation of fire in the railway tunnel. The velocity profiles and velocity fields of developing turbulent flows were measured at free stream of Re = 48,000, 76,857, 97,428, 114,285 by the 2-D PIV system consisted of double pulsed Nd:Yag laser(120mJ, λ=532nm, TSI), digital CCD camera(32 fps, TSI) and LASERPULSE synchronizer(TSI 610035). It was performed at 6 different locations of the straight duct of 10L×0.5W×0.25Hm3 that were separated from 1m each other. The main flow was air with the tracer particles as olive oil, and the field of view was 330W × 245H mm2. The six locations(x/Dh) were 6.3, 8.8, 11.3, 13.8, 16.3, 18.8 from the inlet of the duct, and the mean velocity profiles were made from the ensemble averages of about 1000 velocity fields.

Passing the analysis and research of 17 occupation drivers’ indoor simulative-cabin experiments and 6 drivers’ outdoor actual-road experiments, drivers’ heart rhythm and pupil variety rate are adopted to express their tension. Korea is one of the countries with the highest records in traffic accidents and death rates. A new and systematic approach in policy to reduce the accidents is necessary, if Korea plans to join the leaders of industrialized world. Advanced motor vehicle safety assessment technology will contribute to the establishment of the long-term plan and vision to enter the leading group of industrialized countries. It is also an essential project for Korea, which is one of the major automobile producing countries. This project is composed of three research projects. The first one is about the reduction of the death and injury rate in traffic accidents. The second is to improve safety standards and develop assessment strategies for the standards. The third is to embrace emerging Information Technology, to optimize the new technologies. Research to decrease the death and injury rates in traffic accidents consists of three research topics, improvement of crash safety devices, safety improvement in vehicle-to-vehicle crash compatibility, and prevention of driver's negligence.

The project aims to improve the statisti...Lead moreWe present the results of a collaborative RTA-MASCOS research project that is working to provide (1) a methodological framework for analyzing simulation outputs, and (2) a framework to inform the design stage of a simulation study. The project aims to improve the statistical rigor and defensibility of study results. We present a high-level update of the project results that indicate the contribution this project will provide to the design, planning and evaluation of traffic simulation studies. We adapt the exploratory data analysis techniques (EDA), traditionally used in industrial quality control, to the analysis and design of traffic micro-simulations. This includes graphing the output distributions to expose the salient features, screening the data for errors, missing values and most importantly, outliers. Outlier analysis is used as a diagnostic tool to distinguish between model errors and genuine rare events. The salient features of the data revealed by EDA used to build a functional relationship between changes in the complexity of simulated network features, the range of confidence intervals, precision and simulation run size.

The functions of Beijing’s downtown area are too concentrated and over-exploited, creating adverse traffic accumulation effect. In the past 10 years, 5.3% of Beijing’s GDP is invested in the transportation infrastructure. However, the substantive investment had not alleviated the increasing supply-demand inconsistency fundamentally and the traffic condition is still very serious. The authors believe that the main reasons of Beijing’s transportation problems include: the inconsistency of city development and transportation development, road infrastructure development lagging behind the traffic demand, lack of integrated utilization of transportation resources, poor transportation comprehensive management, etc. Therefore, the paper proposed an integrated transportation system for three levels: downtown, city and intercity area. The realization of the integrated transportation system requires the integration in three aspects: standards, infrastructure system and operation management. The key factors of the integrated transportation system include: ① a coordinated and effective traffic management system and institutional environment promoting cooperation between various departments is the fundament to achieve the system targets; ② the consistency of the design and construction specifications and standards; ③ the cooperation between the planning, construction, operation, management and maintenance departments; ④ the real-time information collection, integration and distribution of various transportation resources and the automatic generating and distributing of of the pre-alarming schemes.

One of the most taken important factors when decide on what kind of GHG emission reduction countermeasures from road transport is objectivity and rationality. On the basis of VIMS data, GHG emission trend from the past to present on operating vehicles is analyzed as vehicle type, regional, propose, and engine capacity. Quantitative evaluation of LCC on deteriorated bridges has been carried out by loading tests. However, it is very hard to carry out loading tests on the expressway bridges with a large amount of traffics, since it may not be possible to control the traffic volume or results in a huge indirect economic loss, even if possible. To overcome this issue, evaluation of LCC by measuring ambient vibration data under ordinary traffic loads, which is called smart evaluation of LCC, has been carried out in this study. At first, ambient vibration data are measured by accelerometers. Then the dynamic characteristics of a bridge such as natural frequencies and mode shapes are identified by experimental modal analysis techniques. Initial finite element model of the test bridge is updated based on the identified modal quantities. Finally, the loading tests are simulated on the updated numerical model of the bridge. Verifications of the proposed method have been made through the field tests on the highway bridges.

The rapid development of modern information technologies provides a wealth of opportunities for transportation evolution. Such as GPS, Electronic paying system, Wireless communications etc. Through using the modern information techniques, managers and planners can monitor real time the performance of transportation system and grasp the unsteady status quickly. Moreover, the engineers can get all-round data to analysis the feature of transportation system deeply for support make-decision. In fact, there are many implication informational systems in transportation field. But this system usual service for one side of transportation, for example, volume of road vehicles, speed of road, passengers volume of transit, and so on. The key system, which integrated different datum to analyze the performance and support make-decision, is shortage. In this case, this paper researches the features of transport system’s dynamic and unstable, provides the theory and logic framework of urban transportation system performance analysis and decision-make support. Based on these researches, one practical system “Intelligent Beijing Transport Analyzing Platform” (first period) (BTAP) is build, in Beijing China. There are four parts of the whole framework, they are transport data collection,transport performance monitoring,transportation comprehensive analysis and the application of decision-making in transportation. During Beijing Olympic game, the platform played an important role in Olympic transportation planning and organizing. After Olympic game, the platform played more important role, for example, transport demand management "week ban one day a week" make-decision and real-time monitoring of transportation system after the Olympic, transit innovation polices make-decision and passengers volume monitoring, etc.

Although debris flow was recognized as a serious natural disaster which needed preventive countermeasures, no prac...Lead moreDuring the heavy rainfall in July 15th 2006, a series of debris flows had occurred along the Young-Dong expressway and had blocked the road for several days. Although debris flow was recognized as a serious natural disaster which needed preventive countermeasures, no practical predictive methodology for identifying probable debris flow zone along the expressway was available. In this research, we have suggested risk evaluation method for probable debris flow zone by rating and ranking method which considers the hazard imposed by debris flow and vulnerability of the road to debris flow. The method defines the drainage basin near the road as a target location for risk evaluation and quantifies the hazard of debris flow in the area and vulnerability of road to debris flow by simple summation of values imposed on each contributing factors. Logistic regression analysis on the previous 46 cases of debris flow is used for determination of weight for each contributing factor. Risk rank of target locations is defined into 6 categories in terms of possibility of damage during rainfall. Application of the method could help determining the possibility of the debris flow in the drainage basin along the road and the damage of road to debris flow, thus, could be used for decision of debris flow countermeasures.

However, most systems have mainly focused on the general objective of traffic management and operation. In moving toward a new era of low-carbon, green growth, the objective of the traffic management also should be shifted to "traffic management aiming at low-carbon, green growth." which could minimize carbon emissions and concurrently decrease traffic congestion. An advanced low-carbon traffic management system is one that monitors carbon emissions from all road networks and districts within a city on a real-time basis. It also refers to the development and implementation of low-carbon traffic management strategies according to carbon emission statistics and analysis results. The basic idea for an advanced low-carbon traffic management system can be divided largely into three parts: development of a real-time carbon emission monitoring system, establishment of a carbon emission statistics and analysis system, and design of advanced low-carbon traffic management strategies.

One of the strategies for disaster preventio...Lead moreRecently in korea, Typhoon and localized heavy rainfall during the summer had been causing frequent slope failures and debris flows along the highway despite lots of measures used to prevent and repair the failures and damages. One of the strategies for disaster prevention could be a slope monitoring system to predict the slope failure. Development of internet and sensor technology made it possible that slope could be real-time monitored. In this study, several weak slopes are selected for construction of monitoring system. Sensors used for monitoring the slope failure includes horizontal displacement of the ground, piezometric water level in the ground, rainfall, moisture contents, surface displacement with GPS sensor, slope extensometer and video cameras. At first stage, several sensors for slope displacement were checked for its applicability, confidence and durability and wire-type surface displacement sensor were selected for small slope and GPS sensor for large slope. Total 10 slopes were selected for installation of sensors and construction of monitoring system. Whole data from the sensors in 10 slopes were transmitted to the system in the office via internet and real-time warning and alarm sign was set to be automatically triggered when the slope shows an abnormal behavior. Monitoring system can be used for predicting the initial slope displacement before the failure fully mobilized.

But the bus system needs to be improved in terms of road congestion and environmental pollution, and the subway system needs to be reconsidered with lower accessibility and higher cost than bus system. In this paper, we examine the introduction of new transportation system in the Jongno-gu area being planned to change to be eco-friendly, take-foot center city, and the Kangnam-gu area being the most sever traffic congestion in Seoul. New transportation system has the advantage of being the accessibility, the user convenience, and the operating punctuality because of a railroad track. From the viewpoint of having the advantage of the bus and subway, the new system needs to be calculated the benefit through the CVM(Contingent Valuation Methods). In results, the willingness to pay(WTP) of the new system is 406.8 won per one person. Thus it is concluded that the existing method did not reflect the additional benefits of the new transportation. But that benefits is excluded in this paper, because using the CVM is trial as the new method of calculating the benefits so far. Some alternatives are feasibility, but the introduction of new transportation mean seems to be difficult in the current system. Also this paper suggested the policy for introduction of new system.

Let's recognize true accident cumulative spot(section) and review how to decide priority for an effective improvement. The objective of this study is to explain the process and method of effective traffic accident cause investigation by the road management agency and to introduce the experience cases that applied technical, organizational, and administrative processes of traffic accident investigation. With a project city(Ansan) selected accident-type maps, accident lists, accident diagrams, selection of the accumulation spot(sections) and priority, field investigation, remedial measures, opportunity costs, monitoring etc. are taken into consideration, by using accident data in the last 3 years. Therefore, in order to embody the legal purpose of traffic accident cause investigation and augment understanding about activity of accident prevention by the area, the continuous interest(example. Account of the separate way for an accident prevention) and encouragement(example. Evaluation and incentive of area traffic safety basic plan) of the central government is necessary.

In the area of safety-critical railway control systems, the related standards provide insufficient guideline in order to develop the computer-based railway control systems using formal methods. In this paper, we propose a developing process for computer-based railway control systems using formal methods. For the high level certification, we propose a guideline for writing formal requirements specification of the railway systems. We also demonstrate the case study of the application of formal methods in the requirements analysis of the railway control system development lifecycle through the development of a formal requirements specification.

And the network RTK concepts which are represented FKP, VRS and MAC is suggested for reducing the spatial decorrelation depending on the distance between reference station and rover. Many application techniques using these concepts are trying to show the feasibility or capability for enhancement of navigation accuracy in real situation. Among those techniques MAC concept is standardized by RTCM SC-104 v 3.1 in recent years. MAC is well known as the user-controlled network RTK, and one-way transmitting communication service as MAX, so it is very attractive for the transportation which needs to supply navigation information into many rovers. And the performance of the MAX depends on the user techniques such as ambiguity resolution and interpolation techniques. This paper shows the feasibility study of MAX in user aspects for the transportation. The focus of this paper is on the evaluation of conventional user techniques for network RTK and on the proposals of new approach. This includes interpolation technique depending on the geometry of rover and reference stations, multipath mitigation technique, currently the subject of great interest, and also ambiguity resolution technique, especially between clusters.
