In FY2011, we conducted a trial of self-illuminating pacemakers designed to discourage drivers from slowing down. congestion patterns. Based on successful results, the trial was extended in FY2012 to a section of tunnel that commonly experiences congestion during peak periods.

Full rehabilitation work began in September 2011 to restore the expressways to their pre-disaster condition, but serious expressway congestion frequently occurred due to the traffic lane controls for the roadwork as well as the toll-free expressway policy that was initiated around the same time. Expressway users then aired complaints one after another. This paper is a report on the use of probe data (movement locus information) to monitor the status of traffic congestion and provide relevant information in order to eliminate expressway users’ complaints and as a response to prevent rear-end crashes at the tails of congestion queues.

We challenge to apply ACC to successive tight curves in a mountainous road using cooperation of V2V (Vehicle to Vehicle) communication and autonomous sensors. This system needs to detect the V2V information from the preceding vehicle among information from surrounding vehicles when multiple V2V communication vehicles exist. To solve above problem, this paper proposes the algorithm detecting it by observing the time variation of the V2V information and the autonomous sensor data, and reports the result on vehicle data.

In the case of limited land resources, transportation information collection, processing and application has become an important means to solve traffic problems. Therefore, introducing Intelligent Transportation Systems (ITS) through integration of high-tech information and communication technologies has become another effective way to solve the current complicated transportation problems. Since April 2006, Taipei City ATIS Web (http://its.taipei.gov.tw/) has been released and provided real-time traffic information, road speed information, dynamic bus information (E-bus), real-time parking lots information, and more with WebGIS and PDA interface. After expanding and upgrading functions for years, the Web has also provided functions such as inter-city transportation transferring planning and YouBike surplus quantity information, etc. This paper explains the history of Taipei City ATIS Web and its system architecture and technology of construction from establishment to the present time.

The Advanced Traveler Information Service (ATIS)has been made a priority in Taipei city’s future development.
With the goal of Fun Travel in Taipei (FTiT) set on becoming the most comprehensive traffic information smartphone app available nationwide, for people, all of the travel needs in Taipei were included, especially the real-time traffic information such as: bus information, traffic information, car parking, etc. The wealth of information provided is ahead of any traffic-related smart phone apps of any major city in the world. The public can use Fun Travel in Taipei to quickly search for any required traffic information for travel scheduling, thereby reducing the waiting time, selecting suitable mode and making efficient and comfortable trip.

We have developed a communication system to monitor in-vehicle devices. Because it is vital to economize on the energy used by an in-vehicle router connected to a cloud network, we are examining ways to implement wakeup transceivers for in-vehicle routers. Wakeup transceivers keep all devices except themselves from being active until they receive a specific data frame. Consequently, in-vehicle modules can remain longer in an idle state, avoiding energy expenditure. However, wakeup transceivers monitor only frame lengths and that may make false positives likelier. Here, we suggest a new system to reduce false positives in wake-on-demand systems. The new system uses probe requests to a wireless LAN as wakeup signals, and dummy frames are attached to the probe requests. This makes the total frames larger and reduces the likelihood of false positives caused by frames from other terminals.

We 'VICS Center' have developed the system which collects FCD from taxis and generates the travel time in each turning behavior at intersections. We evaluated the travel time at several intersections in Tokyo with the system and found the characteristics of turning behavior at each intersection. The travel time in each turning behavior can be used for the applications such as accurate prediction of travel time and route finding, etc. These applications distribute traffic flow more adequately. We will demonstrate the system with these applications for the Showcase at ITS WORLD CONGRESS TOKYO 2013. We are also planning to launch the system as 'next generation VICS' as soon as possible by making an effort and with cooperation of the people involved.

The suitability of measures to deal with the rapid increase in information on restrictions due to typhoon landings, heavy rainstorms, and other such major weather changes, in particular, have a significant influence on the assurance of quality in provided information.
An information monitoring system was built to provide real-time anomaly warnings when data volume changes (hereafter "information changes") exceed thresholds for notification of anomalous conditions.
This research involved pattern analysis of change trends and information change factors. Those results were then combined with statistics of information received from sources and incorporated in monitoring threshold values, and response measures for anomaly warnings were categorized. As a result, it was confirmed that the optimization was enabled in major information change detection to maintain and upgrade the quality of VICS information to drivers.

This work was motivated to realize vehicle-to-vehicle cooperation for autonomous driving using other vehicle's sensors. In this work, we evaluate the proposed system for real parking lot situation using custom wheel vehicle. Our system consists two phases. The first phase is a map synthesis. It using other vehicle sensors and combines them for the shared map on the cloud to recognize wide area condition (which parking space is available, etc.). The second phase is a path planning using shared map on the cloud. Further, we reuse other vehicles trajectory for fast calculation to reduce a processing time. We illustrates that indicate the efficiency of this approach than stand-alone system as using single vehicle sensors.

From 2005, 10th year after its service commencement and after, annual goals had been decided to enhance each of its different functions including traffic information collection, traffic signal control, and information provision. In order to maintain the Traffic Control System including advanced functions and to make the most of these functions, a maintenance system to keep roadside equipment and central units such as vehicle detectors and traffic signal controllers in their best state is essential.

The MPD Traffic Control System installs approximately 12,000 vehicle detectors on approximately 2,800 km main routes and infrared beacons at approximately 1,800 locations for the purpose of understanding the traffic conditions in the Tokyo Metropolitan Area.
The data collected on these roadside terminal devices are processed and analyzed by the central system to be used for traffic signal control, information provisioning and planning of traffic control measures.
In order to enhance the performance of traffic signal control and information provision, it is important to improve the algorithm in use by these terminal devices, given the understanding of traffic conditions on roads, or measured data, are correct.
This paper focuses on the collection and analysis function for the traffic data, which is the basic information for the traffic control system and its history of advancement.

The target system of this paper is a lane keeping assistance system (LKAS). It controls electric power steering (EPS) for assisting drivers' steering along the lane recognized by a camera mounted behind the rearview mirror. The performance of LKAS was evaluated in terms of steering stability which means the easiness of steering for driving by analyzing electromyogram (EMG) of drivers' arms. As a result, more stable control seems to prevent simultaneous contractions of symmetrical muscles of the arms, and to reduce the use of the agonists without increasing that of the antagonists. Based on this analysis, a new steering control which modifies yaw motion and steering viscosity was devised. The new control ensured the improvement of steering stability that requires less force and achieves more stable and smooth maneuver.

However, with the existing formula for estimating CO2 emission, the effect of environmental impact reduction by ITS measures cannot be accurately evaluated because of its limited use of the appliance. On the other hand, it has been possible to obtain various types of vehicle information such as fuel consumption data through simple on-board devices connect with OBD-II (second generation On Board Diagnostics). It is expected that the vehicle information collected via OBD-II connector could be used to modify the existing estimation formula of CO2 emission. Therefore, in this study, by using the vehicle information, the correction coefficient would be identified to modify the existing formula, then environmental impact estimation tools will be formulated that can enhance the degree of estimation accuracy

Taking into consideration the unnecessary long stop of vehicles as well as the reduction of pedestrians' waiting time, we conducted signal control experiments to reduce the pedestrians' waiting time by controlling the signals in accordance with the arrival of a vehicle on the main road.

Creation of a dynamic bus information system increases the public transportation system's reliability and capacity to generate substantial results for the e-transport and public transportation development policy of the government. Bus operators can improve their operating efficiency significantly via the dynamic bus information system and automated duty schedule system. After implementing the system, public satisfaction towards bus service quality was enhanced considerably, with average waiting time reduced by five minutes.
For eight years, the Tainan City Government has strived to transform city buses, in turn restoring citizens' confidence in the public transportation system and creating a three-win situation between the public, operator and government.

This paper proposes optimal design of the look-ahead-distance for the lateral control performance and ride quality, when the control algorithm is designed with the LQ regulator problem, where a vehicle drives along a straight line. The optimal look-ahead-distance becomes longer as the vehicle speed becomes higher.

We developed road tolling system based on Active DSRC that is widely adopted in Asian countries. Moreover, we developed OBU which operates with an internal battery, and has a contactless IC card interface corresponding to several types of contactless cards.
Therefore, many existing public transportation cards which are contactless cards can be seamlessly used for a payment of road tolling system.
Currently, for OBU enhancements of features, we consider for adding the new contactless IC card (compliant with NFC).
This paper shows consideration how to manage to use with the new contactless IC card.

In the proposed control system, a controller with a camera or a LIDAR sensor fixed on the infrastructure detects the vehicle on the site, and calculates the steering angle and traction force for the vehicle to travel along the desired course at the desired speed. In the proposed control system, vehicles have to be equipped with communication devices only for realizing the automatic driving because the sensing and motion control is performed by the infrastructure. This feature reduces the vehicle cost for automatic driving and contributes to the social acceptance of automatic driving vehicles. This paper describes the measurement of a vehicle's position and the vehicle guidance control by the infrastructure. The proposed measurement and control system is validated experimentally using a small electric vehicle.

We verified the accuracy of an algorithm that determines the sleepiness depth based on accelerator operation by performing a circuit run using three cars.
The accelerator foot pedal (or intake manifold valve) travel value was acquired from the CAN (controller area network) signal at runtime, and the sleepiness depth was measured at 1-min intervals using this algorithm.
Based on the face image of the driver and a subsequent driver self-assessment, the timing results for the occurrence of weak sleepiness (Lv1) and strong sleepiness (Lv2) were investigated and compared to the results of this algorithm.
A correct answer for Lv1 was given five points, and a correct answer for Lv2 was given two points.
The correct answer prediction rates (prediction 15 min ago) for Lv1 and Lv2 were 60% and 50%, respectively.
We consider these to be good results for an algorithm that is still in the early development stage.

Among the driver's states, it is important to detect the degradation of attention because many traffic accidents were caused by human error. Among inattention driving, cell phone use while driving a car is attracted considerable attention because smart phone (including usual cellular phone) is becoming widespread rapidly.
In this paper, a method for simultaneously measuring a driver's behavior by motion capture, gaze property by Eyemark recorder and driving performance by driving simulator has been developed in the first place. The method has been applied to verify influence of cell phone use while driving a car. The case of cell phone use while driving and the case of normal driving (no task) were examined in the experiments. Some meaningful differences were obtained in the gaze movement and driving performance between two cases.

This helped improve road congestion in the Tokyo Metropolitan Area by 28% compared with the previous year of 1994. Many functional enhancements followed after STREAM went into service as CPU speed increased and traffic condition measuring techniques advanced, further contributing to traffic congestion mitigation. The MPD Traffic Control System offers a range of functions: traffic data collection and analysis, traffic signal control, traffic information control, information exchange with relevant organizations and monitoring of system devices.

Recently, automotive manufacturers have been developing not only hybrid electric vehicles (HEV), but plug-in hybrid electric vehicles (PHEV) and electric vehicles (EV).The vehicles, such as PHEV and EV, have an AC/DC converter which supplies electric power from a commercial power system to an onboard high-voltage battery, in addition to a DC/DC converter which generates electric power for the accessory. For the shortened charging time and restricted space, the AC/DC converter requires efficiency improvement and downsizing.
We have been developing reactors, which are the key parts for high-efficiency and downsized AC/DC converters. This paper reviews the high-efficiency and downsized AC/DC converter that we have developed by applying our unique transformer-less insulation circuit.

We have developed a communication unit for EV/PHV charging systems, which works as a gateway when an on-board charge control ECU communicates with a charging stand or HEMS outside of the vehicle via charging cable.
Our communication unit has been adopted in several verification tests domestically and abroad in January 2013 and after. This unit is compliant with the specification of ISO/IEC15118 and Smart Energy Profile 2.0 for communication to off-board devices.
Communication protocol to off-vehicle devices is based on TCP/IP used on the Internet. It has different network characteristics from on-vehicle network in some respects such as required response time, data size and reliability. Then, our communication unit is required good handling as a gateway between inside and outside vehicle.
We have solved this problem by developing the multi-tasking software using real-time OS.

zero emission by changing energy from carbon dioxide to electric power. However, it takes long time to achieve desired effect because of the slowness in the diffusion of the electric vehicle. One of the reasons is "driver's anxiety by short cruising range of the electric vehicle".
As a solution to reduce the anxiety, more precise information of cruising range was studied. In this paper, the predicting method of the cruising range of electric vehicles is studied and introduced based on the calculation of the electric power consumption considering the driving circumstances with using the probe data collected by ICT and the past driving records.

The in-vehicle display makes it possible to show the smartphone's display on it and to control smartphone's applications in order to use a smartphone safely in a vehicle. In this in-vehicle system, not in-vehicle display but smartphone has map information and navigation function.
On the other hand, ITS drive assist systems using road-to-vehicle communication have been studied for years and some systems are well in hand. Most ITS drive assist systems use a car navigation system and it is a central information terminal in a vehicle.
In this paper, the system design which realizes the integration of ITS drive assist functionalities into the smartphone based telematics is described.

We have developed a technology that analyzes lateral images taken by cameras attached to both sides of a vehicle and accurately identifies different entry points for each intersection (boundary between the intersection and barriers, such as buildings, adjacent to the intersection). This technology makes it possible to perform a detailed analysis of driving behavior by comparing a vehicle's behavior, such as a change in speed, before and after entry points to the intersection. This paper shows how this technology can be used to analyze specific risks that need to be avoided in order to improve driving behavior, including risk factors that differ from driver to driver.

However, such systems unintentionally use a pre-installed road map database without any updates, since there is no easy way to update the database. This would cause misleading behaviors of the tasks. In this paper, we propose a broadcast-based notification protocol to inform navigation systems about the existence of updates in road map databases, in order to reduce the misleading influence of updated roads. The results of evaluations conducted on the efficacy of our proposed protocol indicate that it achieves all notifications for updated roads by broadcasting invalidation reports of 940 bytes, while the size of a used data is 390 Kbytes.

The SatE study was designed to reveal the transport, environmental and economic value that the SCATS traffic management system delivers to road stakeholders of New South Wales. The definitive results of the SatE study were published in the previous World Congress on ITS 2012. This paper distils and extends the SatE study results to analyze the contributions provided by specific SCATS adaptive traffic control strategies. This analysis allows the reader to gain a greater understanding of: (1) the implications of the SatE study, (2) the capabilities of the NSW SCATS installation, and (3) the relative contributions of different adaptive traffic control strategies, generally. This will be useful to road network managers to gauge the merits and potential improvements of their existing traffic control systems and configurations.

The automated truck platooning is expected to improve fuel consumption and transportation. Vehicle-to-vehicle communication plays a crucial role in the automated truck platooning, to exchange vehicle control information directly between vehicles. Therefore, vehicle-to-vehicle communication used in the platooning, is required higher reliability than existing vehicle-to-vehicle communication for the safe driving assistance applications. So, we decided to use the radio and optical communication for the platooning. This research and development is a part of Energy ITS project of NEDO (New Energy and Industrial Technology Development Organization). In order to achieve an automated truck platooning, the following results were shown: requirements for vehicle-to-vehicle communication specifications, development of OBUs (On-Board Unit), computer simulation and field tests.

The standard of 700 MHz band intelligent transport systems (ITS) including
Vehicle-to-Vehicle (V2V) communication and Vehicle-to-Infrastructure (V2I) communication
has been published in Japan. Vehicle-to-Pedestrian (V2P) communication which can coexist
with V2I and V2V communication is required for pedestrian's road safety. This paper
describes the newly developed prototype Pedestrian-Portable-Terminal (PPT) which is
suitable for V2P communication. The PPT can inform vehicles around it of pedestrian's
existence and alert pedestrians if they are in dangerous situation. This PPT supports the
realization of V2P communication for pedestrian's road safety.
