GPS, widely used as a positioning system, can provide accuracy of a few meters in suburban areas. However, in urban areas, this accuracy can be degraded to ten meters or more because of the reflection and blocking of GPS signals by tall buildings. In order to maintain accurate positioning in such an environment, it is important to develop a method of dead-reckoning which is robust against the surrounding buildings. In this paper, a new method of dead-reckoning is developed in order to improve the robustness in urban areas. As a result, the error of dead-reckoning in urban area has been reduced to less than 1/4 that of the previous method.

Considering the enormous amounts of money and time necessary for purchasing land and constructing lanes, however, the Kanto Regional Head Office of NEXCO East has also been laying stress on non-structural measures against traffic congestion, such as providing information using LED information signboards.Within the area of the Kanto Regional Head Office, traffic congestion occurs mostly at non-intersection sag sections. There have been concerns about congestion occurring at low traffic volumes and congestion worsening due to low traffic handling capacity during congestion. To reduce congestion where congestion occurs frequently, we attempted to increase traffic volumes by providing drivers with traffic information using LED information signboards (leveling lane usage before congestion and recovering speed after congestion), and certain effects were obtained as reported in this paper.

The accuracy of camera based scheme is governed by resolution of camera, or equivalently the size of pixel. Therefore we introduce phase only correlation (POC) to estimate with subpixel accuracy. As a result of experiment, we will show that our scheme achieves less than 0.3m estimation error at the distance of 60m. Thanks to POC, the resolution of estimation reaches nearly 0.02 pixel, much less than one pixel.

The proposed model aims to minimize fuel consumption and CO2 emissions as well as improve driver’s comfortability. Host vehicle obtains topography information of downstream from leading vehicle via vehicle to vehicle communication. To incorporate the acquired data, the acceleration level is calculated by considering rolling resistance, air resistance and grade resistance. If the speed of host vehicle is beyond threshold value, the acceleration will be recalculated. To evaluate an environmental impact of developed model, both fuel consumption and CO2 emissions are estimated by Comprehensive Modal Emissions Model.

Different policies are required to acknowledge and balance: strategic network management objectives, congestion cause and effects, and societal expectations. The balancing required is often site specific. This paper demonstrates the operation of SCATS in a number of scenarios within traffic simulation that cover different congestion management policies and conditions. Policies demonstrated include allocating the use of road space: to maximize network throughput in the current term, to strategically alleviate the cause of congestion in the medium term, and to promote a more-efficient network equilibrium in the long term. The paper provides road network planners and operators with a demonstrative guide of SCATS capability. This guide will allow practitioners to select the appropriate SCATS-delivered policy response for a given congestion management problem.

Several map update systems that utilize Telematics services have been introduced.
Those map update systems can be categorized into two major methods. They are "Element-by-element map update" and "Map update by partial replacement."
The "Element-by-element map update" ensures the connectivity of map data network after completing the update. Alternately, the aim of the "Map update by partial replacement" is to provide the updated map to end users quickly.

Existing "Element-by-element map update" systems require post-processing to re-create the map database using the existing map database along with the update information after receiving the update in order to retain the map network quality.

DENSO CORPORATION has developed a new "Element-by-element map update system" that does not require the re-creation of map database in post-processing. This system provides the advantages of both methods; getting updated map information to end users in a short period of time while retaining the network connectivity.

A RSU sends the transmission timestamp and own transmission period (RSU slot) to surrounding OBEs, so each RSU need to maintain time synchronization accurately. In this paper, we investigate synchronization accuracy of plural RSUs practically by using synchronization with 1PPS signals from GPS receivers (GPS-sync) and synchronization by receiving packets from other RSUs (AIR-sync). The usefulness of these synchronization methods is verified and the problem under specific condition is found by field test. The measure for this problem will be shown.

In order to educate drivers, supervisors or safe driving managers should obtain information about driving behavior. Recent computer and communication technologies have made it possible to obtain information concerning driving behavior and record or send the information to a supervisor outside of the vehicle through wireless communication and the Internet. It is believed that the most efficient opportunity to teach safe driving is the moment when a driver is driving dangerously. Therefore, we have developed an Assistant System for Safe Driving by Informative Supervision and Training (ASSIST), a system created to prevent accidents based on our safe-driving theory. In this paper, we report development of web based management software with driver identification.

The homogeneity of vehicle speeds has been applied as an indicator of road safety, which can be achieved with enforced variable speed limit (VSL).
This research discusses 3 control strategies of Variable Speed Limits (VSL) during accident on highway. The real traffic and accident data will be collected from the traffic database and inputted to DynaTAIWAN to simulate the real traffic scenario on Taiwan highway for experiments.
In terms of the measure of effectiveness (MOE), the adaptive speed limit control can stabilize the vehicle flows, decrease the traffic jam and smooth the variation of vehicle speed. Furthermore, it can also improve traffic congestion by accidents, and enhance the efficiency and safety under the circumstances of expressway and freeway incidents.

The NILIM has been conducting research on "individual information provision service" using ITS Spot Services. This service provides specific information to individual vehicles such as freight and information about specific destinations of a driver's choice.
In this paper, we first outline this individual information provision service. Next, we report the results of the investigation into the constraint conditions on the individual information provision service using a basic test system.
On the basis of these constraint conditions, we examine the negative effect on existing on-board units by the individual information provision service. And we examine the effect of broadcast information transmission for the special on-board units on the existing on-board units through verification tests. Lastly, the test results are reported.

The results illustrate that there is the significant catastrophe characteristic dependent on the locations outside and interior of the tunnel. In this paper, using the catastrophe theory to model the macroscopic traffic model has higher correlation coefficients than the traditional traffic flow model. The catastrophe phenomenon on the entrance zone of the tunnel has more significant jumping feature than in the middle zone inner tunnel. Due to the traffic smoothing and safety following distance control within the long tunnel, the catastrophe feature will be reduced in the interior zone within the tunnel.

The principal cause is perceptual error by drivers. Driving Safety Support Systems(DSSS) were put in operation in Japan in 2011 with the aim of reducing such accidents. This system detects the presence of a collision partner(vehicle/pedestrian) in a position difficult to see for a driver approaching an intersection. That information is conveyed to the driver as quickly as possible via Vehicle-to-Infrastructure-Communications. If necessary, the system issues an alert to call the driver's attention to the risk of a collision. However, even though nearly two years have passed since the system began operating, little progress has been made in installing the related roadside infrastructure. Therefore, as a measure for promoting the near-term deployment of DSSS, this paper proposes an intersection passage support system that uses the existing traffic information infrastructure which is already widely installed.

As the results, it is confirmed that the ratio of vehicles with excess velocity are decreased that means there are some certain effects on velocity restraint with the both measures.

The purpose of our research is to evaluate most suitable radar modulation for the infrastructure sensor by comparing different radar modulations with experiments in the actual environment. Obtained results so far show 2FCW modulation can detect vehicles and pedestrians with more accuracy than FMCW modulation. Further, we would like to examine a new radar modulation based on 2FCW in order to solve problems obtained from the public road experiment.

Then, we conducted a field experiment of the "pedestrian actuated signal control system by detecting the presence of slow-walking pedestrians" in which the green signal time is extended only when slow-walking pedestrians are crossing. The experimental results have verified that this control system enables a smoother traffic flow while ensuring safety.

Vehicle-to-vehicle communication driving support system is being promoted in
ASV(Advanced Safety Vehicle) project under the leadership of Ministry of Land
Infrastructure Transport and Tourism. This system basic function requires vehicles to
communicate with other vehicles in the vicinity in order to determine possibility of collision
and provide necessary driver support. Support method for driver assumed three types,
(i)Information, (ii)Alert, (iii)Information followed by Alert. To obtain knowledge of the most
suitable support type, driver receptivity for each support type is evaluated and verified using
general drivers in a real driving situation. This paper reports the results of empirical analysis
of vehicle data and subjective evaluation of the drivers

We model it as a mathematical optimization problem whose objective is to minimize the total travel time by improving road-infrastructures under the given budget. We take into account the interactions between vehicles at road intersections. By introducing an approximation technique for the interactions, the proposed model is practical in terms of both computational time and accuracy of the obtained planning. Computational results show that the obtained optimal plan for the improvement of road-infrastructures significantly reduces CO2 emission.

When a vehicle with the unit in the through traffic flow has a certain gap, it widens the gap ahead by reducing the speed to allow the merging. Regardless the penetration rate, the communications can assist the merging. When the mean headway is longer than 5 [s], the waiting time can be shortened by more than 50 %, while when the mean headway is shorter than 5 [s], the waiting time will becomes longer, and when the mean headway is 2.5 [s], the waiting time will be shortened by about 20 %.

Numerous methods were proposed to measure driver’s alertness level and warn driver when a potential risk exists. However, it is difficult to estimate driver’s distraction or drowsiness accurately from the observation of single aspect. This paper presents an integrated method which non-intrusively detects driver’s low alertness by considering both the performance of vehicle steering and the inattention facial features. We characterize driving performance by analyzing the manipulation behavior of steering wheel. A new image processing algorithm is designed to estimate driver’s gaze direction efficiently. The analysis results of these two different aspects are generally complementary and thus can be integrated to obtain accurate detection of driver’s inattention. Our method is adaptive and thus can tackle the significant variety across individuals. The proposed technique achieved high true positive rate (>99%) with low false positive error (0.17 times per hour).
