This paper provides an o...Lead moreThe purpose of this paper will be to provide an update on the National Transport Commission (NTC) project to identify whether there are any regulatory barriers associated with the introduction of more automated road and rail vehicles in Australia. This paper provides an overview of the current regulatory framework and identifies issues and potential solutions. Key issues for road vehicles relate to: • clarity over control of the vehicle and compliance with traffic laws • liability and responsibility for the actions of an automated vehicle • data access and privacy protection – including access for enforcement purposes; and • vehicle standards and safety assurance. In mid-2016, the NTC will publish a discussion paper setting out the regulatory issues and potential solutions. The ITS World Congress will be an opportunity for the NTC to highlight the key issues and report on stakeholder feedback.

First version of the Design Guidance of Highway Intelligent Transportation System (DGHITS) of Taiwan was issued by the Ministry of Transportation in 2008. Because the guidance didn’t function successfully, and considering the newly development of ITS technologies and the extended demand of the road users in recent years, a new guidance is proposed in 2015. In this paper, the basic concept and the policy framework of ITS on the roadways are addressed to be the basis for creating this new version of design guidance, and the major structures and contents of the proposed new design guidance will be highlighted. The contents of the new version has expanded from the old version of 6 chapters to 10 chapters in new version, and to involve into the new structures to emphasize the user service aspect in addition to the traditional functional technology aspect in old version.

However, the fact that it is impossible to avoid the occurrence of a variety of biases has remained an issue to be resolved by this method. With the aim of comprehending the physiological burdens imposed on the brains of drivers while driving and the mechanism of traffic safety policies, fNIRS of brain functions was mounted on vehicles in 2011 for the first time in the world, thereby establishing a method for evaluating the brain activities of drivers while driving.In the course of this study, it was revealed that the brain function relevant to the driving behavior itself and the brain function relevant to the road environment are mixed in a signal component showing brain functions, which indicated the necessity of simply observing the brain functions of driving behavior. With this background, the brain functions relevant to basic driving behavior were detected, along with the solution of traffic problems and questions, and the establishment and evaluation of traffic safety measures to be planned in the future. This paper reports the result of this study in fiscal year 2015

For exampl...Lead moreIn this paper, we propose a distributed vehicular network system, which can tolerate node crashes through several ways according to different scenarios. Conventionally, there is no fault tolerance design for node crashes of an advanced driver assistance system. For example, while the unique processing node of an around view monitor system (AVM) shuts down, this system cannot provide the driver with the services anymore. In order to avoid similar scenarios, we design a novel architecture to tolerant node crashes. Our design is composed of sensing nodes, processing nodes and the vehicular network. Via the vehicular network, a node can communicate with all other nodes no matter what attribute the node is. Therefore, while a node has crashed, we can direct some node to help recover its task. More importantly, according to the status of the system, our design affords several ways to implement fault tolerance regarding node crashes, i.e., task backup action, task transferring action and task overloading action. Accordingly, our design is more flexible in practice.

If these are not repaired but left, they have a potential these expanding gradually and they include danger that accident of vehicle. In order to prevent these accidents, it is necessary that roads are inspected and diagnosed to detect crack and pothole early and repair them. However, road inspection is mainly method for visually confirming currently. So, it is problem that road inspection costs a lot time and money. If it is possible that road inspection is automatic using sensor which is at reasonable price, it is expected that reduction of time and money by visually checking. Moreover, to make road surface map, vehicle equipped sensor travels with recording road status. If the map shows where cracks and potholes exists and how large they are. This paper is focuses on applying road inspection using range image sensor which is sharply reducing costs. Specifically, authors report the result of the map of simulated road which has feature and the value of the effectiveness of the method.

The CVSS system aims to improve the limited sensing range of vehicular sensors. Conventionally, in order to obtain more environment information around the vehicle, vehicles use the ultrasound, camera, RADAR and LIDAR to sense different environment information and GPS, IMU and wheel speed meter to obtain the current vehicular status. However, there are some issues regarding the limit, blocking and interference of sensing range that need to be solved. The CVSS system, which is implemented via telematics and sensing technology, can help vehicles within mutual transmission ranges communicate with each other to exchange sensing information. Hence, by utilizing the CVSS system, vehicles can obtain wider and more reliable environment information. Note that by setting up some sensing infrastructures with communication ability, i.e., road side unit (RSU), vehicles can also obtain more sensing information from those infrastructures.

In this study, these objectives are re...Lead moreThis paper reports the design and simulation evaluation of a centrally controlled auto-valet parking system and describes a space-efficient parking method. An auto-valet parking system should provide economy, convenience, and safety. In this study, these objectives are realized through a centralized approach in which sensors and computers are installed in the parking space and not on the vehicle. A simulation evaluation of both manual parking and the proposed auto-valet parking is conducted. The results show that manual parking can accommodate 110 vehicles, whereas auto-valet parking can accommodate 165 vehicles, which represents a 50% increase. Therefore, the proposed method is more efficient.

Within the next few years, advanced weather related content, which is based on new weather radar framework and is covered nationwide, is likely to become an important component in VICS WIDE service. However, there has been no little discussion on estimation of heavy rainfall using other new source. This paper is an overview of a preliminary attempt to analyzing new source. The result has been validated by comparison with now source and new source. Our results indicated the possibility that High Resolution Precipitation Nowcasts data was source of information for extended rainfall service.

As the mythology in this study, we apply to the experiments to provide the driver repeat the information using driving simulator. The pedestrian approaching information provide to driver set the 2 groups. One is a group that gives the always correct information, another is a group that gives the wrong information at a certain probability. The aim of this study is to clarify that affect Influence of Pedestrian Approaching Information with Different Accuracy upon Vehicle Behaviour. As a result of the study, we assume that the former performs the appropriate speed adjustments at the intersection by adapting the information for overlapping the experiment. On the other hand, the later performs that the speed at the intersection has a variation. It is also considered that can grasp the impact of providing new information services to the driver.

The pedestrian traffic at signalized intersections has become a hot research focus among the urban traffic research...Lead morePedestrian traffic is the basic means of traveling and is a main driver for a sustainable, healthy, clean, resource-efficient and livable urban environment. The pedestrian traffic at signalized intersections has become a hot research focus among the urban traffic researchers and managers. From mesoscopic viewpoint, this study proposes the definition of pedestrian swarm and models of a swarm of pedestrians. The models include shape model and speed model of a swarm of pedestrians. Shape changing characters and moving features of a swarm of pedestrians at a signalized intersection in Beijing China are demonstrated as a case study. Results show the pedestrian individuals have different features separately when crossing the intersection, but as a whole behave in a relatively high coordinated manner. A set of ellipses could reflect the proceeding of a swarm of pedestrians. And the average speed of a swarm of pedestrians is 1.45 m/s generally in Beijing. The models provided in this research are helpful to understand and simulate pedestrians crossing behaviors at signalized intersections. Future works should pay more attention to models improvement and universal applicability.

We used two different feature descriptors included histograms of oriented gradients and local weighted pattern which were descripted the shape and textural information for the image feature of pedestrians. Semi-supervised learning with linear support vector machine would be used as the classifier to detect pedestrians. A car to vulnerable road users adult and child scenarios were selected, and the maximum test speed of demonstrated vehicle was 30 km/h.

Thanks to the technologies which are developed to enable automatic road data creation and road data update by movement locus, the freshness and accuracy of map have been significantly improved for a situation, when a vehicle drives on a road which is newly opened. In comparison to the existing map update methods, the map update lead time has been decreased and the intended accuracy has been accomplished (the error rate is lower compared to the GPS position error).

HTTP, one of the most popular communication protocols in IoT field, has large overhead for communication. Therefore increasing number of clients leads big effect for communication cost or data transmission efficiency. In addition, it is important to guarantee reliability of communication under unstable communication environment. In this paper, we report a development example of communication infrastructure applying MQTT as communication protocol for tracking vehicle management system and our future plan.

The AGV can work automatically according to conditions, and the directions to destination are defined, but it cannot avoid obstacles in front by itself. In the actual AGV driving situation on the path, it is desirable to be able to recognize the preceding obstacles that are real obstacles or fake obstacles. In order to prevent a collision of the AGVs and the obstacles, which do not know the exact shape, size and color. We can improve the performance of the AGV by making the AGV has the ability to see and recognize the obstacles like human beings. In this paper, we present an algorithm for the obstacles recognition and classification in real-time, from images taken by an on-board camera. The proposed technique is based on Histograms of Oriented Gradient (HOG) and the Artificial Neural Networks (ANN). The implementation of our detector has provided good results with high accuracy and reliability.

Specifically, we compare the burdens of loads, etc. on road structures caused by the driving of heavy vehicles and passenger vehicles and secure maintenance funds by establishing a fair cost burden depending on said burdens.  We also calculate the effect which would be had by strengthening the cost burden borne by heavy vehicles violating the weight limit depending on how far over the limit they are. In this report we research the benefits obtained by restricting the numbers of heavy vehicles which can drive depending on the health of a road and systems for realizing reasonable operation of heavy vehicles which can be achieved by establishing the burden to road structure from 2 points of view, considering precedents. Furthermore, we report on toll management methods for heavy vehicles in the future in the Tokyo area where an increase of heavy vehicles is expected leading up to the 2020 Tokyo Olympics.

Today, the automatic toll-collecting ETC system is installed at the entrance or exit gate of the toll road to collect tolls. On the other hand, the Multi Lane Free Flow (MLFF) ETC system is used to send notices or collect statistical data, such as information on vehicles that do not have an ETC card inserted in the onboard equipment or the rate of vehicles dropping in at rest areas. When the MLFF ETC system is used as a toll-collecting system, reduction in communication error rate is required. As one answer to this need, a long-type antenna was proposed to prevent communication error caused by shadowing. A microstrip antenna as an element antenna for the long-type antenna was designed in the past. The authors have studied the antenna using a prototype antenna.

We report one of the projects, the experiment of axle load measurement on highway for a long term structure maintenance. By expanding network and deregulations, larger and heavier cargo transportation vehicles have been increasing, at the same time, violation vehicles also have been increasing. We had warned the vehicle which was found by vehicle axle load measurement device where was set on the entrance of interchange, there were about 15 percent of violation vehicles were overloaded. (The average of 3 years from 2009 ~ 2011) We already knew that it brings a big influence to damage and deteriorate of road structure by violation vehicles, such as overloaded and axle loaded. In order to collect the actual data and grasp the situation how many violation vehicles, especially overloaded vehicles drive on highway, we had equipped the axle load measurement device on Ise Wangan expressway where especially large cargo transportation vehicles pass through.

Traffic simulation could be used for this task, but there are few cases involving application of conventional methods to excessive congestion and none that definitively reproduce this congestion. In this study, we introduce a traffic simulation method better suited to reproduce excessive congestion. Specifically, a method was devised to calculate congestion by predicting traffic volume that flows into each road. The proposed method was applied to calculate the traffic situation on eight main roads in Bangkok. The results indicated that the velocity reproducibility improved by approximately 17% compared with conventional methods, indicating that the proposed method is useful for estimating traffic congestion and evaluating traffic measures.

Vehicular Degree of Saturation is obtained from the vehicle counting result. As a result of the study, we conclude that the camera sensor system is able to function as virtual loop detectors to control traffic signal system.

These are considered to be mobile sensors and this information linked with time and location information provide more meaningful and flexible information regarding the real world, compared to fixed sensors installed in the infrastructure side. This kind of system is called probe information system. We have implemented the Web based probe information system. It was able to successfully collect the probe information in real-time. In this paper, we describe the processing of probe data such as GPS, acceleration, and gyroscope data collected from smartphones to detect the transportation modes. First, the compensation method of the orientation of the smartphone is described. Then, machine learning technologies are applied to the data and evaluation results of detecting the transportation modes are shown.

The reduction in the number of traffic accidents, however, has become smaller year by year as a result, and novel measures to deter traffic accidents are needed for further reduction, while such options are narrowing. Only recently, it became possible to assess the actual traveling speed of vehicles by aggregating per-route, per-hour average vehicle speeds on road segments that are calculated from the uplink data of infrared beacons. So the MPD plans to work on deliberation of new traffic accident deterrence measures using these uplink data. which are used for adjustments of traveling time data on road segments set up on the Traffic Control Center.

From children to elderly person use bicycles. However, some of bicyclists don’t understand the traffic rule. Some of bicycles keep right (left-hand traffic in Japan), pass through on a sidewalk which is prohibited except on occasions permitted by traffic sign, elderly person and others. These situations provided an opportunity to innovate a new traffic mark called “bicycle navigation mark” for the improvement of traffic condition by the Metropolitan Police Department Tokyo. The mark which shapes a bicycle and an arrow, painted on left edge of carriageway, shows a traffic position and a direction of bicycle on road. We tried to paint on road which had much bicycle traffic volumes. As a result, the number of bicycles which kept left was increased and the number of bicycle accidents was decreased. By the way he ITS technology for bicycle still have not been progressed and developed well. In addition to conventional method like a traffic marking, utilization of the ITS technology will improve the bicycle traffic condition. In this paper, the purposes, methods and results of the measure are presented.

In this framework, records of previous bus travel times were first clustered by applying self-organized map algorithm. Forecasts could then be made by combining travel time information from the constructed clusters that have similar attributes. The developed framework was applied to a real data that were collected from a bus link in South Korea. The case study shows that the framework can forecast bus travel time with lower than 10% error.

ETC-based vehicle probes become a realistic and popular floating car data source. However, there are still some challenges ahead before deploying ETC-based vehicle probe system in urban area. In this paper, a real world ETC-based arterial travel time estimation system in Taiwan is introduced. We show the system architecture and how we practice this system on the arterial roads between cities in north Taiwan metropolitan area. The difficulty and possible solutions of practicing this system are also presented. It provides practical experiences to introduce this system into other metropolitan areas of Taiwan and other countries.

At present, the mainly adopted commercial pedestrian stimulation software includes VISSIM, LEGION, AnyLogic. In view of the cost of software application, the popularity of the pedestrian traffic stimulation software is relatively limited in China. Therefore, Chinese traffic researchers are in urgent need for a pedestrian traffic stimulation system with the capability to stimulate a massive crowd. In basis of the background, this article has designed the pedestrian traffic stimulation open source system of the inner metro junction based on cellular automaton theory. The system includes pedestrian generation module and movement module, can stimulate the pedestrian’s walking behavior in the inner metro junction so that provides an elementary experimental platform to the Chinese pedestrian traffic researchers’ design and study of the pedestrian traffic system. Compared with the often-used commercial pedestrian stimulation software, this system has made some improvement on the pedestrian movement module and evaluation of passenger flow organization module. The pedestrian’s walking path is more reasonable, and the passenger flow organization program is implemented at the same time with the stimulation process.

Especially the majority of traffic accidents are caused by the cognition miss of drivers. Therefore, it is necessary to implement countermeasures that call attention to prevent cognitive errors. In this study, we focused on warning information, and attempted to measure the value of providing such information to improve traffic safety by using Contingent Valuation Method. Specifically, we considered tail-of-congestion information, collision warning information at intersections, road flooding caution information, road freezing caution information. Results of willingness to pay suggests the validity of such information provision system. Furthermore, it was found that the value of WTP may differ with different individual attributes, and these information may be useful in designing the marketing strategy.

The authors proposed a VCA Control Strategy using Model Predictive Control (MPC). The strategy includes: 1) threat assessment strategy using safe-distance threshold, 2) vehicle future trajectory prediction in the occurrence of obstacle, 3) decision making prior to avoiding collision, 4) avoiding obstacles while ensuring the vehicle to return to its original trajectory. The MPC-VCA control used a nonlinear vehicle model with steering and braking input as the actuators that will react and avoid collisions. The purpose of this work is to analyse the performance of the MPC-VCA control. These include the study on the effects of having different tuning parameters for the offline tuning methods of MPC (its control and prediction horizons as well as its weighting matrices), comparison of MPC with other control strategy, i.e. the Geometrical-Based Control Method (GMC) and to simulate different-sized obstacle avoidance scenarios for the control. The results are shown and discussed.

For this reason, Taiwan Railways Administration (TRA) upgraded its travel information services substantial these years and it also launched its official mobile app in 2015. In this paper, we share some experience in the development and application of Taiwan Railway Traveler Information System (TRTIS), discussing some important issues like train timetable, real-time train arrival information, transit trip planning, train station timetable and cruise-style train. In recent years, financial constraints in public resources are discouraging great numbers of equipment installations. Therefore, it is expected that traffic management systems can be operated with reduced numbers of vehicle detectors. In this paper, we propose the application of simultaneous optimization control for reductions of numbers of vehicle detectors. First, we survey simultaneous optimization control and other control methods that have been actually implemented. Second, we confirm the effectivity of simultaneous optimization control in terms of reductions of numbers of vehicle detectors by prescribing minimum required allocation standards of detectors for these methods in a hypothetical network. Additionally, we apply these standards to an actual network, and evaluate each method’s effectiveness using a traffic flow simulation. The results reveal simultaneous optimization control ought to be actively deployed under current social situations.
