Integrated Traffic Control Center and UTMS: For practical ITS, the National Police Agency has been promoting the Universal Traffic Management Systems 21 (UTMS21) concept. The aim is to create a “safe, comfortable and environment-friendly automobile society”, providing vehicle drivers with real-time traffic information through two-way communication with each vehicle, via infrared beacons — the key infrastructure of the their subsystems.
